New Frontiers In Asia Latin America Integration

Economic ties between Asia and Latin America are growing as a part of a global shift toward more South–South cooperation. Yet trade costs remain high, which may impede future interregional trade and integration. Furthermore, an emerging trans-Pacific trade architecture based on free trade agreements (FTAs) carries risks of a noodle bowl effect. This book examines new frontiers in Asia–Latin America integration through interregional comparative studies in three key areas: trade facilitation, logistics, and infrastructure; production networks, supply chains, and small and medium-sized enterprises; and FTAs. The chapters contributed by Asian, Latin American, and international experts provide new insights on regional integration, impediments, and policy issues.

Frontiers are "wild." The frontier is a zone of interaction between distinct polities, peoples, languages, ecosystems and economies, but how do these frontier spaces develop? If the frontier is shaped by the policing of borders by the modern-nation state, then what kind of zones, regions or cultural areas are created around borders? This book provides 16 different case studies of frontiers in Asia and Latin America by interdisciplinary scholars, charting the first steps toward a transnational and transcontinental history of social development in the borderlands of two continents. Transnationalism provides a shared focus for the contributions, drawing upon diverse theoretical perspectives to examine the place-making projects of nation states. Through the lenses of different scales and time frames, the contributors examine the social processes of frontier life, and how the frontiers have been created through the exertions of nation-states to control marginal or borderland peoples. The most significant cases of industrialization, resource extraction and colonization projects in Asia and Latin America are examined in this book reveal the incompleteness of frontiers as modernist spatial projects, but also their creativity - as sources of new social patterns, new human adaptations, and new cultural outlooks and ways of confronting power and privilege. The incompleteness of frontiers does not detract from their power to move ideas, peoples and practices across borders both territorial and conceptual. In bringing together Asian and Latin American cases of frontier-making, this book points toward a comparativist and cosmopolitan approach in the study of statecraft and modernity. For scholars of Latin America and/or Asia, it brings together historical themes and geographic foci, providing studies accessible to researchers in anthropology, geography, history, politics, cultural studies and other fields of the human sciences.

Global geopolitics has shifted dramatically over the last thirty years. After the vanishing expectations of a unipolar international system led by the United States, China has gained an increasingly dominant role in areas as innovative as quantum computing, robotics and artificial intelligence. In the non-digital dimension, the eastern superpower has made gigantic investments in its Belt and Road Initiative, which include the development of a massive network of highways, industrial centers, harbors, pipelines and bridges, among many other works of infrastructure. These investments allow for the connection of more than 60 countries worldwide, guaranteeing China s energetic security, easier conditions for trading goods and services and, perhaps more importantly, a significant influence in the political and economic events of the world. States with political regimes as diverse as those of Russia and India are part of this growing network; in various cases, in exchange for the benefits associated wi th being part of it, major concessions were made. By way of illustration, Sri Lanka and Pakistan, among others, given their lack of capacity to pay for sorne of the works, have agreed to forfeit control of specific areas of their territories.

El fenómeno de los corredores económicos en la última década, cuya expresión más popular es la estrategia de la Franja y la Ruta propuesta por China en el 2014, ha desatado fuerzas competitivas y de interdependencia global que, soportadas en mega-proyectos de infraestructura de todo tipo (viales, férreos , energéticas, digitales, satelitales, ETC), han transformado no solo la manera como interactúa el hombre contemporáneo sino también el significado de conceptos propios de la geopolítica clásica, como soberanía territorial, la seguridad nacional, encaminando a los gobiernos a definir, con pleno discernimiento, los lineamientos de política exterior, en un mundo que además de se multipolar e interconectado, se explica en medio de la incertidumbre. Los grandes proyectos de infraestructura que han permitido conectar al oeste de China con los países de Asia Central hasta llegar a Europa, las rutas que unen el sudeste asiático para facilitar la movilidad entre islas y el territorio continental, los corredores viales y fluviales que conectarán internamente a la India con sus vecinos o aquellos que permiten unir al centro con el norte de África, además de solventar falencias logísticas de infraestructura básica de países pobres y de menor desarrollo, han alimentado grandes debates sobre su facilidad y conveniencia, pero también sobre las alternativas que los países de Asia (China, Japón, India, Corea del Sur, Turquía) brindan a las naciones para cumplir sus metas de desarrollo y conectividad. Precisamente de esos debates se ocupan los artículos de esta publicación, elaborados por 13 expertos de las ciencias sociales, que desde sus geografías analizan la experiencia a hacer parte de losas rutas que hasta días antes de la declaratoria de la pandemia se construían sin pausa en sus territorios. El objetivo es hacer síntesis de las experiencias para ofrecer referentes a América Latina. Esta publicación llega justamente cuando el fenómeno del Covid marca puntos de inflexión sobre las tendencias del desarrollo y la integración. Muchos corredores seguirán su marcha, se han tornado decisivos e insustituibles, como los tendidos de cables submarinos por los que se transmiten los datos de la telefonía móvil y el Internet, redes que permiten la comunicación basada en la virtualidad, sector que cobra gran protagonismo deben el marco del distanciamiento , aislamiento, confinamiento colectivo y del tele trabajo. Otros mega proyectos de implicanacia geopolítica serán puestos prueba. Este trabajo es un aporte al entendimiento conceptual y un análisis sistemático del fenómeno de los corredores y de sus incidencia en la geopolítica. A la vez, es una plataforma para adelantar el debate sobre los nuevos rumbos de la conectividad física y digital en un escenario que al menos, por ahora, tiene en pausa la aspiración de un mundo libre de barreras y fronteras.

The volume takes a broad view of recent social, political, and economic developments in Latin America. It contains six essays, focused on salient and cross-cutting themes, that try to construct a thread or narrative about the highly diverse region, highlighting its main idiosyncrasies and analyzing where it might be headed in coming years. While the essays recognize considerable advances, they also point out setbacks and missed opportunities that have stood in the way of sustained progress. Strengthening state capacity emerges as a significant challenge.

Since the turn of the century, economic ties between Latin America and the Caribbean (LAC) and Asia have deepened to unprecedented levels. Due to high and growing complementarity, trade has been the anchor of the relationship. However, governments and firms cannot take the trade relationship for granted. This report presents an overview of how the LAC-Asia trade links have evolved over time and how policymakers and the private sector can make the most of the manifold opportunities on the horizon.

This book develops new theory for superior strategy in complex warfare. The approach is comprehensive and practical, and it is applied to three contemporary security crises involving the United States, China, the Koreas, and Japan. Beginning with existing theories on strategy and culture, a new interpretation of "combined effects strategy" is introduced based on research and years of experience. Drawing from security theory and military doctrine, combined effects strategy is presented as a comprehensive process that subsumes the prevailing paradigm of combined arms. The entire book is written using the language of combined effects theory developed in the first chapter. Extensive use of symbols, text boxes, and charts orients the reader on combined effects in the three cases that follow. Unlike previous works, this study considers security culture as a way to understand warfare conceived and waged broadly: patterns of confrontation and cooperation, threat perception and assessment, and strategic effectiveness. Also for the first time, contemporary crises detail the interaction of strategies operating as lines of effect which when combined, create powerful synergies. A summary analysis of each case develops implications for future strategy. During the last decade, the South American continent has seen a strong push for transnational integration, initiated by the former Brazilian president Fernando Henrique Cardoso, who (with the endorsement of eleven other nations) spearheaded the Initiative for the Integration of Regional Infrastructure in South America (IIRSA), a comprehensive energy, transport, and communications network. The most aggressive transcontinental integration project ever planned for South America, the initiative systematically deploys ten east-west infrastructural corridors, enhancing economic development but raising important questions about the polarizing effect of pitting regional needs against the colossal processes of resource extraction. Providing much-needed historical contextualization to IIRSA’s agenda, Beyond the City ties together a series of spatial models and offers a survey of regional strategies in five case studies of often overlooked sites built outside the traditional South American urban constructs. Implementing the term “resource extraction urbanism,” the architect and urbanist Felipe Correa takes us from Brazil’s nineteenth-century regional capital city of Belo Horizonte to the experimental, circular, “temporary” city of Vila Piloto in Três Lagoas. In Chile, he surveys the mining town of María Elena. In Venezuela, he explores petrochemical encampments at Judibana and El Tablazo, as well as new industrial frontiers at Ciudad Guayana. The result is both a cautionary tale, bringing to light a history of societies that were “inscribed” and administered, and a perceptive examination of the agency of architecture and urban planning in shaping South American lives.
