The Naval Petroleum Reserves Production Act of 1976 redesignated the Naval Petroleum Reserve Numbered 4 as National Petroleum Reserve in Alaska, and transferred the administration to the Secretary of the Interior effective June 1, 1977, with the exception of one tract. This document, a draft that was later published in the final "Study report," discusses the current situation and best future opportunities in the Reserve regarding land ownership, the Colville River and coastline boundaries, Native claims and allotments, sand and gravel issues, airport conveyance, current intensive land use, land use controls, unauthorized use, withdrawals, state selections, easements, cemeteries and historic sites, and water use.
