Based on available records, visual inspection, calculations, and past operational performance, Craft Pond Dam is judged to be unsafe, nonemergency, because the spillway capacity is rated as seriously inadequate. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies between 1/2 of the Probable Maximum Flood (PMF) and the PMF. The selected SDF is the 1/2 PMF. The existing spillway will pass only about 23 percent of the Probable Maximum Flood (PMF) before overtopping of the dam occurs. It is judged that the dam could not withstand the depth and duration of overtopping that would occur for the 1/2 PMF. Failure of the dam would cause an increased hazard for loss of life downstream. Overall, the dam is in good condition. The maintenance of the dam is considered to be good; only a few minor maintenance deficiencies were observed. The other deficiencies observed were low spillway walls and an inoperable outlet works.

Based on available records, visual inspection, calculations, and past operational performance, Locklin Pond Dam is judged to be in good condition. Based on the size and hazard classification of the dam, the recommended SDF at the dam varies between the 100-year flood and the 1.2 PMF. Based on the criteria, the selected SDF is the 1.2 PMF. Based on existing conditions, the spillway will pass about 8 percent of the PMF before overtopping of the dam occurs. No stability problems are evident at the dam. There are no emergency drawdown facilities at the dam. Maintenance at the dam needs to be improved.

Perch Pond Dam is a composite earthfill-masonry structure, consisting of an earthfill embankment located between two dry stone masonry walls. The upstream wall is covered with concrete on the lake side of the wall. The dam is 165 feet long and 13.5 feet high. The crest is 16 feet wide, including the masonry walls. The spillway is a 12.7 foot long broad crested weir with a center pier that is 2.1 feet wide. The outlet works for the dam is an 8-in. cast iron pipe through the dam. Details of the inlet and the operational status of the outlet works could not be determined. Perch Pond Dam is judged to be in good structural condition, based on the visual inspection. Since the spillway cannot pass the 100-year flood without overtopping the dam, the spillway is rated as inadequate.

Duck Harbor Pond Dam is located on Little Equinunk Creek in Damascus Township, Wayne County, Pennsylvania. Downstream conditions indicate that a significant hazard classification is warranted for Duck Harbor Pond Dam. The overall appearance of the dam and appurtenant structures is good.

Based on available records, visual inspection, calculations, and past operational performance, Lake Paupackan Dam is judged to be in fair condition. Considering the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between the 1/2 Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF was, in this case, selected as the SDF. The spillway and reservoir, under existing conditions, will pass approximately 19 percent of the PMF before overtopping of the dam occurs. The spillway is, therefore, rated as inadequate.

The visual inspection and review of available design and construction information indicate that Bronson Pond Dam is in fair condition. The primary deficiency noted during the inspection was the lack of any spillway or outlet facilities for the dam. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between the 100-year flood and one-half the Probable Maximum Flood (PMF). Based on the size of the dam and reservoir, and the downstream conditions, the 100-year flood has been selected as the SDF. The hydrologic and hydraulic computations indicate that the combinations of reservoir storage and overflow discharge capacity pass the 100-year flood without overtopping the dam. For this reason, the overflow capacity for Bronson Pond Dam is considered to be inadequate.

Starlight Lake Dam is located on an unnamed tributary of Shehawken Creek in Buckingham Township, Wayne County, 0.2 mile north west of Starlight, Pennsylvania. The original purpose of the impounded water was for ice harvesting and recreation. Presently, the lake is being used for recreation. The overall appearance of the dam is poor. Locations of observed deficiencies are shown on the General Plan. The profile and typical sections of the dam are presented and are based on field survey made on the days of inspection. The survey datum for this inspection is elevation 1355 feet above mean sea level for the normal water surface of the lake at the top of the spillway flashboard. On the inspection date (12/11/1980), the lake level was approximately at elevation 1355.5 or 0.5 foot above the spillway flashboard. Deficiencies observed during the field inspection are described, visible features are depicted in photographs.

The visual inspection and review of available data indicate that Rosner Pond Dam is in poor condition. The lack of a spillway and the poor condition of the outlet works are the primary deficiencies which cause concern for the safety of this facility. In accordance with the recommended guidelines, the spillway design flood (SDF) for this facility is in the range of 1/2 PMF to full PMF. Based on the size of the dam and degree of Downstream hazard, the selected SDF is the 1/2 PMF. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and outlet works discharge capacity will not pass the SDF (1/2 PMF) prior to overtopping the embankment. Under present conditions, the discharge/storage capacity is 11% of the PMF prior to overtopping. In accordance with the criteria outlined and evaluated in the discharge capacity for Rosner Pond Dam is considered to be seriously inadequate. The dam in its present condition is considered to be unsafe, non-emergency.
