Mobility Management

This book provides a fresh look at the most recent evolution of mobility management paradigms for next generation networks. It covers the basic principles of mobility management, its underlying technologies and environments, and the reasons for specific architectural design choices. The book serves to de-construct the way that mobility management has been developed up until recently. To that end, it goes beyond more traditional, centralized approaches to the topic, and offers insights into practical ways of distributing mobility management in a way that is more suited for operators, and end-users. It explains such key concepts as mobility management and estimation, showing how and why these aspects should be integrated into future mobility management solutions. The text will be of interest to students, computer network engineers, and researchers involved in innovation and standardization activities focused on the evolution of mobility management aspects.

This study was prepared under the umbrella of the Transport, Health and Environment Pan-European Programme (THE PEP). It is directly related to the achievement of Priority Goal 2: "Manage sustainable mobility and promote a more efficient transport system" which describes what is managed mobility and how it can help local, regional and national authorities to achieve their urban traffic and congestion reduction goals.

Charting the development of the travel plan as a concept, this book draws on a range of research-based contributions to determine the state-of-the-art and to explore a series of future scenarios in this area for practitioners and policy makers. Site-based mobility management or 'travel plans' address the transport problem by engaging with those organisations such as employers that are directly responsible for generating the demand for travel, and hence have the potential to have a major impact on transport policy. To do this effectively however, travel plans need to be reoriented to be made more relevant to the needs of these organisations, whilst the policy framework in which they operate needs modifying to better support their diffusion and enhance their effectiveness. Marcus Enoch breaks down the travel plan concept into four axes related to its development (namely segment, scale, structure and support), and investigates the following questions: - What makes them special? - Why are they introduced? - What do they look like in terms of their design and the measures they use? - How common are they and in what sectors and location types? - How effective are they? - What barriers do they face and how might these be overcome?
