The lack of sufficient access to clean water is a common problem faced by communities, efforts to alleviate poverty and gender inequality and improve economic growth in developing countries. While reforms have been implemented to manage water resources, these have taken little notice of how people use and manage their water and have had limited effect at the ground level. On the other hand, regulations developed within communities are livelihood-oriented and provide incentives for collective action but they can also be hierarchal, enforcing power and gender inequalities. This book shows how bringing together the strengths of community-based laws rooted in user participation and the formalized legal systems of the public sector, water management regimes will be more able to reach their goals.

This book analyzes the hermeneutics of place, raising questions about central issues such as textuality, dialogue, and play. It discusses the central figures in the development of hermeneutics and place, and surveys disciplines and areas in which a hermeneutic approach to place has been fruitful. It covers the range of philosophical hermeneutic theory, both within philosophy itself as well as from other disciplines. In doing so, the volume reflects the state of theorization on these issues, and also looks forward to the implications and opportunities that exist. Philosophical hermeneutics has fundamentally altered philosophy’s approach to place. Issues such as how we dwell in place, how place is imagined, created, preserved, and lost, and how philosophy itself exists in place have become central. While there is much research applying hermeneutics to place, there is little which both reflects on that heritage and critically analyzes a hermeneutic approach to place. This book fills that void by offering a sustained analysis of the central elements, major figures, and disciplinary applications of hermeneutics and place.

Until now, there has been virtually no research done on the Alas people of northern Sumatra, Indonesia. This first intensive ethnographic study of the Alas incorporates systematic field research to provide an accurate and detailed analysis of this population, who first came into contact with the Western world in 1904, when the Dutch army occupied Alasland. Akifumi Iwabuchi charts Alas social organization, focusing on behavior, rules, and categories, and gives a full account of Alas history, village structure, family composition, descent systems, relationship terminology, and marriage rules. Iwabuchi's study gives context and depth to Alas social forms by demonstrating past connections with surrounding peoples, in particular the Karo Batak. His book thus makes an important contribution to our knowledge of the migrations and assimilations which have led to the present distribution of cultures and social systems in northern Sumatra.
