Meeting Policy Challenges For A Sustainable Bioeconomy

This publication investigates key aspects surrounding the sustainability of bioeconomy development: the use of biomass as feedstock for future production; the design and building of biorefineries for the manufacture of a range of fuels, chemicals and materials, and also for electricity generation.

This book gathers contributions from scientists and industry representatives on achieving a sustainable bioeconomy. It also covers the social sciences, economics, business, education and the environmental sciences. There is an urgent need to optimise and maximise the use of biological resources, so that primary production and processing systems can generate more food, fibre and other bio-based products with less environmental impacts and lower greenhouse gas emissions. In other words, we need a “sustainable bioeconomy” – a term that encompasses the sustainable production of renewable resources from land, fisheries and aquaculture environments and their conversion into food, feed, fibre bio-based products and bio-energy, as well as related public goods. Despite the relevance of achieving a sustainable bioeconomy, there are very few publications in this field. Addressing that gap, this book illustrates how biological resources and ecosystems could be used in a more sustainable, efficient and integrated manner – in other words, how the principles of sustainable bioeconomy can be implemented in practice. Given its interdisciplinary nature, the field of sustainable bioeconomy offers a unique opportunity to address complex and interconnected challenges, while also promoting economic growth. It helps countries and societies to make a transition and to use resources more efficiently, and shows how to rely less on biological resources to satisfy industry demands and consumer needs. The papers are innovative, cross-cutting and include many practice-based lessons learned, some of which are reproducible elsewhere. In closing, the book, prepared by the Inter-University Sustainable Development Research Programme (IUSDRP) and the World Sustainable Development Research and Transfer Centre (WSD-RTC), reiterates the need to promote a sustainable bioeconomy today.

In this edited volume, scientists from different disciplines discuss modern biotechnological processes and a knowledge-based bioeconomy. The authors base their arguments on ecological, economic, legal, social and ethical aspects. Moreover, they explore the opportunities, risks, and challenges of bioeconomic concepts and biotechnologies in many subject areas. The chapters consider land use, nature and environment, nutrition, technology and governance, energy, economy, law and regulation, as well as ethics. A special focus should be on new technologies and how they can be used, without compromising the ambitious goal of creating a more sustainable, but also fair world. To do justice to this broad array of topics, the editors frame all topics in overarching introductions and close the volume with final conclusions. Thereby this volume offers data and critical thoughts for any member of a Bioeconomy – be it from academia, the industry or public regulation.

This book defines the new field of "Bioeconomy" as the sustainable and innovative use of biomass and biological knowledge to provide food, feed, industrial products, bioenergy and ecological services. The chapters highlight the importance of bioeconomy-related concepts in public, scientific, and political discourse. Using an interdisciplinary approach, the authors outline the dimensions of the bioeconomy as a means of achieving sustainability. The authors are ideally situated to elaborate on the diverse aspects of the bioeconomy. They have acquired in-depth experience of interdisciplinary research through the university’s focus on “Bioeconomy”, its contribution to the Bioeconomy Research Program of the federal state of Baden-Württemberg, and its participation in the German Bioeconomy Council. With the number of bioeconomy-related projects at European universities rising, this book will provide graduate students and researchers with background information on the bioeconomy. It will familiarize scientific readers with bioeconomy-related terms and give scientific background for economists, agronomists and natural scientists alike.

Research and innovation in the life sciences is driving rapid growth in agriculture, biomedical science, information science and computing, energy, and other sectors of the U.S. economy. This economic activity, conceptually referred to as the bioeconomy, presents many opportunities to create jobs, improve the quality of life, and continue to drive economic growth. While the United States has been a leader in advancements in the biological sciences, other countries are also actively investing in and expanding their capabilities in this area. Maintaining competitiveness in the bioeconomy is key to maintaining the economic health and security of the United States and other nations. Safeguarding the Bioeconomy evaluates preexisting and potential approaches for assessing the value of the bioeconomy and identifies intangible assets not sufficiently captured or that are missing from U.S. assessments. This study considers strategies for safeguarding and sustaining the economic activity driven by research and innovation in the life sciences. It also presents ideas for horizon scanning mechanisms to identify new technologies, markets, and data sources that have the potential to drive future development of the bioeconomy.

Bioeconomy is credited as being one of the key pillars for the FAO Strategic Framework 2022–2031 to support the achievement of the Sustainable Development Goals. [Author] More than 60 countries and regions have a dedicated bioeconomy or bioscience strategy today, and many more are already implementing the bioeconomy with plans and programmes, often also attempting to monitor and evaluate the progress towards the transition. [Author] Moreover, where trade-offs exist between different sustainability objectives, the bioeconomy offers an opportunity to realign the economy with the biosphere and account for the trade-offs in a holistic way. [Author] This toolbox provides a methodology to guide the development of bioeconomy strategies, and other elements to support its deployment, from dedicated governance systems, to monitoring frameworks to action on the ground. [Author] Many of the examples in this toolbox refer to knowledge gained through FAO experience, while being forward-looking and designed to help more countries and regions embark on or continue their journey towards building a sustainable bioeconomy. The 'bioeconomy' is the idea of an economy based on the sustainable exploitation of biological resources. Within this concept, there is increasing emphasis on issues such as climate change, depletion of natural resources and growing world food needs. The bioeconomy builds on the recognition of advances in technology, particularly in the life sciences, but at the same time covers issues such as innovation management, ecosystem services, development and governance. This book explores the development of the bioeconomy across the world from an economic and policy perspective, as well as identifying potential future pathways and issues. It uses a broad definition, covering all sectors using biological resources except health, and rather than focusing on individual sectors, it explores the breadth of interconnections that make the bioeconomy a new and challenging subject. Divided into two parts, the book initially outlines the current definitions, strategies, policy and economic information related to the world's bioeconomy. The second part describes current economic analysis and research efforts in qualifying and understanding the economics of the bioeconomy. This includes the contributions of technology, research and innovation; driving forces and demand-side economics; supply-side economics, and the role of markets and public policy in matching demand and supply. The political economy, regulation and transitions are considered, as well as the contribution of the bioeconomy to society, including growth, development and sustainability. Key features include: - An analysis of varied international approaches to the bioeconomy. - A joint consideration of biotechnology, agriculture, food energy and bio-materials. - An assessment of sustainability in the bioeconomy. - A comprehensive view of the issues from an economic and policy perspective. More than forty states worldwide currently pursue explicit political strategies to expand and promote their bioeconomies. This paper assesses these strategies in the context of the global Sustainable Development Goals (SDGs). Our theoretical framework differentiates between four pathways of bioeconomic developments. The extent, to which bioeconomic developments along these pathways lead to increased sustainability, depends on the creation of effective governance mechanisms. We distinguish between enabling governance and constraining governance as the two fundamental political challenges in setting up an effective governance framework for a sustainable bioeconomy. Further, we lay out a taxonomy of political support measures (enabling governance) and regulatory tools (constraining governance) that states can use to confront these two political challenges. Guided by this theoretical framework, we conduct a qualitative content analysis of 41 national bioeconomy strategies to provide systematic answers to the question of how well designed the individual national bioeconomy strategies are to ensure the rise of a sustainable bioeconomy.

FAO has been working for many years on non-food biomass products (including sustainable bioenergy) and biotechnology, and it received a mandate to coordinate international work on ‘food first’ sustainable bioeconomy by 62 Ministers present at the Global Forum for Food and Agriculture (GFFA) 2015. Moreover, FAO has received support from the Government of Germany to develop guidelines on sustainable bioeconomy development (Phase 1: 2016; Phase 2: 2017-mid 2020). This involves work on the bioeconomy monitoring, including the selection and use of indicators. The ultimate aim of FAO’s work on sustainability indicators is to provide technical assistance to countries and stakeholders in developing and monitoring sustainable bioeconomy, more particularly on identifying suitable indicators in line with the Sustainable Bioeconomy Aspirational Principles and related Criteria, agreed upon in 2016 by the International Sustainable Bioeconomy Working Group created in the context of FAO’s project on Sustainable Bioeconomy Guidelines. These indicators shall help both policy makers and producers/manufacturers in monitoring and evaluating the sustainability of their bioeconomy strategies and interventions. In order to cover all the relevant aspects and issues for a sustainable bioeconomy, our approach identifies impact categories from the sustainable bioeconomy principles and criteria. The monitoring approach suggested is balanced, since it considers the three sustainability dimensions (social, economic and environmental); at the same time, it proposes to use a limited set of core indicators, to keep the monitoring feasible and cost-effective.
