Media Sustainability Index 2005

This books draws a comparative balance of twenty years' international media assistance in the five countries of the Western Balkans. The central question was what happens to imported models when they are transposed onto the newly evolving media systems of transitional societies. Albania, Bosnia-Herzegovina, Kosovo, Macedonia and Serbia undertook a range of media reforms to conform with accession requirements of the European Union and the standards of the Council of Europe, among others. The essays explore the nexus between the democratic transformation of the media and international media assistance. The cross-national analysis concludes that the effects of international assistance are highly constrained by the local context. From today's vantage point it becomes obvious, that scaling media assistance does not necessarily improve outcomes. The experiences in the region suggest that imported solutions have not been very cognitive in all aspects of local conditions but international strategies tent to be rather schematic and lacked strategic approaches to promote media policy stability, credible media reform and implementation. The book offers valuable insights into the nature and effects of media assistance and the strategies deployed by international aid agencies, local political forces, media professionals, civil society organizations and other actors.

This book examines the fate of post-Soviet press freedom and media culture in the context of the growing impact of globalisation. To understand the complicated situation that has arisen with respect to these issues in post-Soviet space is impossible without collaboration between political scientists, sociologists, cultural analysts, media studies researchers and media practitioners. The book is one of the first attempts to bridge the gaps between political and cultural studies approaches, between textual analysis and audience research, as well as between practitioner-led and scholarly approaches to the post-Soviet media The cumulative impact of the essays contained in this section is to reinforce the intuition which inspired it: that the post-Soviet media remain a highly heterogeneous, complex and dynamic field for investigation. With contributions from scholars and journalists across Europe (including the former Soviet Union), the collection addresses such issues as censorship and elections, the legacy of the Soviet past, terrorism and the media, the post-Soviet business press, advertising and nation building, official press discourse and entrepreneurship, and global formats on Russian television. Between 2000 and 2005, colour revolutions swept away authoritarian and semi-authoritarian regimes in Serbia, Georgia, Kyrgyzstan and Ukraine. Yet, after these initial successes, attempts to replicate the strategies failed to produce regime change elsewhere in the region. The book argues that students of democratization and democracy promotion should study not only the successful colour revolutions, but also the colour revolution prevention strategies adopted by authoritarian elites. Based on a series of qualitative, country-focused studies the book explores the whole spectrum of anti-democratization policies, adopted by autocratic rulers and demonstrates that authoritarian regimes studied democracy promotion techniques, used in various colour revolutions, and focused their prevention strategies on combatting these techniques. The book proposes a new typology of authoritarian reactions to the challenge of democratization and argues that the specific mix of policies and rhetoric, adopted by each authoritarian regime, depended on the perceived intensity of threat to regime survival and the regime’s perceived strength vis-à-vis the democratic opposition. This book was published as a special issue of Democratization.

Negotiating Democracy addresses issues that have defined the challenges and consequences of media transformation faced by new and emerging democracies. These issues include the dismantling of national broadcasting systems, the promotion of private independent and pluralistic media, the clash between liberal democratic and authoritarian political traditions, negotiations about the appropriate broadcast language, and the potential for free press and for freedom of speech. The contributors use examples from countries such as Cambodia, Bulgaria, Iran, Nigeria, and Taiwan to not only provide detailed analysis of regional and/or nation-specific cases of media, but also to identify transnational patterns that help deepen the understanding of the media's role in globalization.

This book explores the strategy of the European Union in the democratisation processes of Serbia and Croatia in the years 2000 - 2005. It argues that the EU intervention turned the democratization processes into Europeanisation processes, which featured the promotion of societal participation, the regional approach and the conditionality principle as their constitutive elements. In examining the EU's choice of actors targeted and analysing the issue areas promoted by its policy, the study explores the implementation of concepts of societal participation and challenges the proclamation of civil society promotion being an indispensable part of the EU's democratisation agenda for Serbia and Croatia.

This book provides a theoretical framework and case study to explore how media systems take on the form and coloration given to them by culture and in tandem with the affecting socio-political and economic systems, which are also defined by society’s values, beliefs, and attitudes and even more so by those of its elites.
