Maritime Security Counter Terrorism Lessons From Maritime Piracy And Narcotics Interdiction

It can be easy to forget the critical role that maritime transport plays in the global economy, but international maritime transportation is still responsible for around 90% of global trade. Protecting the maritime infrastructure essential for this trade from terrorism is a major concern for the international community. This book originates from the NATO Advanced Research Workshop (ARW) Counter-Terrorism Lessons from Maritime Piracy and Narcotics Interdiction, held in Copenhagen, Denmark, in May 2019. Participants in the three-day workshop included policymakers, senior military officers, and academics from NATO member states, international organizations, and two partner nations: Colombia and Israel. Their extensive discussions focused on methods for protecting critical maritime infrastructure, such as ports, supplies, and personnel, from seaborne terrorist attacks. Presentations and roundtables also addressed the human and social factors that contribute to the defense against terrorism in the maritime domain. The book is divided into three sections: organized crime and narcotrafficking; maritime piracy; and terrorism, and aims to bridge the gaps between these three substantive areas of maritime security research. These have remained largely separate areas of research in the past, with the result that valuable maritime security lessons from counter-piracy and counter-narcotics operations have not been fully incorporated into counter-terrorism best practice. The book facilitates the transmission of lessons learned from counter-piracy and counter-narcotic operations to formulate recommendations for best practice and technological innovations to manage maritime terrorism, and will be of interest to all those working in the field.

Incidents of piracy doubled in number from 2008 to 2009, highlighting the need for stronger measures to combat the problem. At the same time, the threat from terrorist actions in the maritime environment also represents an increasingly worrying trend. This book presents the proceedings of the NATO Centre of Excellence u Defence Against Terrorism (COE-DAT) Advanced Research Workshop, entitled aeMaritime Security and Defence Against TerrorismAE, held in Ankara, Turkey, in November 2010. The workshop consisted of four sessions: threats in the maritime environment; vulnerabilities and sensitivities of maritime security; combating the threats to maritime security and maritime terrorism; and lastly, Turkey's contribution to global maritime security. Each of the presentations was followed by a debate, with the 10 experts from five countries joining the group of international participants to discuss the issues raised together; the aim of the workshop being to facilitate awareness of the issues in NATO and affiliated countries.Representing a significant contribution to finding the way forward in maritime security, this book will be of interest to all those whose work involves them in countering piracy and the terrorist threat in the maritime environment.

Do piracy and maritime terrorism, individually or together, present a threat to international security, and what relationship if any exists between them? Piracy may be a marginal problem in itself, but the connections between organised piracy and wider criminal networks and corruption on land make it an element of a phenomenon that can have a weakening effect on states and a destabilising one on the regions in which it is found. Furthermore, it is also an aspect of a broader problem of disorder at sea that, exacerbated by the increasing pressure on littoral waters from growing numbers of people and organisations seeking to exploit maritime resources, encourages maritime criminality and gives insurgents and terrorists the freedom to operate. In this context, maritime terrorism, though currently only a low-level threat, has the potential to spread and become more effective in the event of political change on land. It is only by addressing the issue of generalised maritime disorder that the problems of piracy and maritime terrorism may be controlled in the long term.

The pirates of Somalia have shaken the maritime world. They have mounted what amounts to the most substantial non-state threat to the security of international shipping for half a century and perhaps longer. Piracy outbreaks have also occurred in Southeast Asia and West Africa. In each case the international community has responded differently. What lessons can be learned from three different approaches and is it possible to distill lessons of international best practice that can be applied in the Gulf of Aden and the northern Arabian Sea? This paper will examine how and why these three piracy outbreaks arose. It will describe in particular why the threat off Somalia grew so rapidly, why it declined and why the elements that made it successful remain in place. It will examine the responses of the international community, asking whether or not the response off Somalia might have been more effective if it had benefitted from stronger international backing and more coherent coordination. It will make the point that maritime security – the prevention and suppression of disorder at sea – must address many more issues than piracy as the theft of fish and the movement of drugs; weapons and people can often present greater risks. It will build on this point by looking at maritime security developments drawn from all three regions that may be employed advantageously in the Gulf of Aden and Arabian Sea, before circling back to look at the fundamental problem, which is one of landward security and asking what initiatives have been taken to address this in Somalia and which ones appear to be yielding results. Finally, it will examine whether the way forward does lie with a unified global initiative, or if steps are better taken regionally calling upon extra-regional support as necessary.

The vast size and highly unregulated nature of the world's waterways have made the maritime environment an increasingly attractive theater for perpetrators of transnational violence. Piracy and sea-borne terrorism have been on the rise since 2000. While the United States has spearheaded several important initiatives to improve maritime security, the author urges policymakers to consider four additional measures to safeguard the world's oceans.

Unregulated or lesser regulated maritime spaces are ideal theatres of operation and mediums of transportation for terrorists, insurgents and pirates. For more than a decade, the Indian Ocean waters adjoining Somalia have been a particular locus of such activities, with pirates hijacking vessels, and Al Qaeda and Al Shabab elements travelling between Africa and the Arabian Peninsula, operating lucrative businesses and even staging deadly operations at sea. These operations and threats however, remain, by and large, understudied. Responses to the two threats have varied, highlighting the lack of cohesive regional and global institutions with the mandate and the capacity to address them. Those scholarly deliberations on Indian Ocean maritime security focus on piracy and armed robbery at sea, while their terrorist/insurgent counterparts have eluded sustained scrutiny. This volume will help close that gap by looking at both from the field in Somalia and Yemen, within broader frameworks of regional maritime security and port-state control, international maritime law and the ongoing search for maritime resources. The European, African and Middle Eastern case studies add salience to the regional and international complexity surrounding maritime security off the Horn of Africa. This comprehensive survey of historical and contemporary issues related to maritime crime and piracy, with a special focus on Africa, South Asia, and Southeast Asia, explains why piracy is a growing problem and how it affects security policy making in the United States. Here, piracy is defined as taking place on the high seas, while maritime crime takes place within a country’s territorial waters. Seaborne terrorism may occur in either one of these maritime zones. Maritime piracy can be divided into several categories, from pirates robbing a ship or its crew of petty items while at sea to taking a ship’s cargo and taking control of a vessel, reflagging it, and then using this captured ship to smuggle drugs, transport illegal immigrants, or conduct further acts of piracy. This is the most dangerous, not only because pirates can use a captured ship to carry out more raids, but also because they can use the ship’s identity papers to transport goods and weapons—potentially WMDs—into otherwise secure port areas. A special concern to the US is that the threat of piracy is growing most quickly in parts of the world—such as Africa, South Asia, and Southeast Asia—where both global trade is rapidly expanding and where international terrorist groups are actively functioning or have supporters. This geographical overlap suggests that the risk that pirates and terrorists may one day cooperate to strike at the US or an ally is most likely also on the rise. While many important African, South Asia, and Southeast Asian cases have received insufficient attention, many well-known historical piracy events stand in need of a reappraisal. This book integrates a number of multinational, multiregional, and historical cases of piracy, maritime crime, and seaborne terrorism to investigate whether piracy and other forms of maritime crime are becoming a major United States national security concern. It analyzes some of the most important cases, especially of the 19th, 20th, and early 21st centuries, as well as specific historical events. This allows to draw lessons as to what are the components of successful and unsuccessful piracy, common causes, the type of navy necessary to control it, and finally, possible military, political, and economic consequences. The book also discusses various types of cases, including parasitic, intrinsic, episodic, and opportunistic piracy. Specific cases are also evaluated in terms of the changing interpretations of international law and the recent reported growth rates of piracy, maritime crime, and seaborne terrorism. These findings are used to explore the impact of piracy on maritime security, in particular in Africa, South Asia, and Southeast Asia and their surrounding waters, which is where the majority of contemporary piracies and maritime crimes occur. Different methods of policing piracy and maritime crime are evaluated, including the viability of adopting greater Maritime Domain Awareness, which would require that all ships at sea—regardless of size or function—emit a signal beacon identifying their name, country of origin, and route. This combination of historical and modern day piracy and the many cases studied will provide readers with a broader understanding of maritime piracy.

Many believe that pirates and other water-bound terrorists present a significant threat to international maritime security. Testing the validity of this claim, Martin N. Murphy scrutinizes recent incidents of maritime terrorism and locates the commonalities between pirates and maritime terrorists that enable them to commit their extensive crimes. Murphy's research opens up surprising sites of contact between pirates and wider criminal networks, organizations that pursue their corrupt agendas not only on sea but also on land. It is these relationships, Murphy argues, that bring about the destabilization of states and regions in which piracy occurs. Murphy's most significant revelation is the way in which maritime criminality may disguise insurgent and terrorist activity, allowing such actors greater freedom to maneuver. Although these acts currently rank as a low-level threat, priacy feeds off of political upheaval. Before they can evolve into a truly powerful and dangerous force, however, maritime terrorists and insurgents will have to overcome significant operational and technical issues. They must also capture the attention of an international audience by committing atrocities at sea that are as devastating as those committed on land.
