Maritime Security Challenges In The South Atlantic

This edited volume focuses on the South Atlantic regional and national issues with maritime implications: naval policy, security, transnational organized crime, and Europe's legacy and current influence. The work analyzes the positions in favor and against NATO’s extended role in the South Atlantic, the historical and current issues related to the Falklands War, the African national deficits, and initiatives to attend the regional maritime problems. Including contributions from Angolan, Brazilian, Senegalese, and US collaborators, the volume offers eclectic conceptual frameworks, rich historical backgrounds, updated data, original analysis models, and policy recommendations.

This edited volume analyzes national security issues with maritime implications, and, specifically, naval projects and postures of main South Atlantic countries: Brazil, Argentina, Nigeria, and South Africa. Additionally, it provides comprehensive and multi-level analysis of the interplay among national interests in the processes of demarcation of limits of the continental shelf and contention among Uruguay, Chile, Argentina, and the United Kingdom in the Southern Atlantic and the Antarctica. This book is unique in the way that it looks at the much talked about maritime security through the perspective of national security, without disconnect, in the terrain specific mode of the ocean. The uniqueness is not in the treatment of the concept of maritime security but that of national security in a manner that is different from the beaten notion of physical security of a nation and its people from external and internal threats. National security, according to the author, is more than just military security or the conditions of what is often termed as internal security. It is complex according to his studied findings. The book provides a warning to governments that any approach to national governance without integrated maritime security can be defeating in the overall objective of maximising national security even for landlocked countries in the modern world. Seventy percent of our planet is covered by water, and even in today's world of instant communication the global community is still heavily reliant on sea-based transport. The maritime domain has always been one of NATO's key strengths, but concerns about maritime security have taken on renewed importance in recent years, and NATO has been forced to re-examine some of its fundamental assumptions about the post Cold War security environment. This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination. Structures and mechanisms have been created, not least in recent counter piracy operations, which enable a vast array of actors to work together in an efficient way, and which could prove invaluable in future efforts to counter terrorism and aggression worldwide. The safety of the maritime domain is essential to the freedom and security of all nations, and this book will be of interest to all those whose work involves maintaining that freedom and security.

States must develop new approaches, maritime policies, strategies and tactics to cruise through the contemporary maritime politics. Soft power, as well as economic, commercial, and logistics factors are of critical importance in establishing marine power. It is critical to promote maritime-related products such as films, serials, literature and art, maritime journalism, and maritime photography as part of governmental policies. Marine and maritime security challenges are becoming more important in today’s world. As a result of all these developments, the preparation of a multidimensional and comprehensive work on the oceans and seas at the global level has been brought to the agenda. Great power competition is the watermark of the current global scenario. In this regard, the maritime and naval dimension have a particular relevance on the struggle for regional and global hegemony. This book has the potential to engage with multiple audiences, since develops an analytic approach to understand naval great power competition in the maritime spaces of the Global South. It is set within a neoclassical realism approach, while engaging literature from international relations, international security, and studies on the Indo-Pacific and the South Atlantic security dynamics. The book offers a unique conceptual framework to understand how great powers select their maritime strategies, presents a series of regional and global maritime strategies by the United States, China, Russia and India, while assess their impact in the Southern Oceans, focusing in the Indo-Pacific realm and the South Atlantic.

This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. The lessons and best practices from the region have importance consequences for addressing maritime security across the globe.

Achieving sustainability is perhaps the single-most important task for our generation. In the face of a looming climate disaster, calls for the sustainable use of the world’s resources are getting louder. As the sea covers more than 70 per cent of the earth’s surface, this holds even more true for the use of ocean resources. Despite its vastness, the sea has often been a securitised and politicised space, where the concepts of sustainability and security meet at sea in the form of a myriad of important contemporary issues. In this volume, we set out the intersection between sustainability and security alongside the security-development nexus, and examine these issues under four dimensions of security: economic security, ecological security, human security, and traditional security. Within sections dedicated to each of these we explore both theory and practice by offering cases alongside a conceptual discussion, and in so doing cover topics ranging from the Blue Economy and the net-zero agenda, to natural disasters and climate change, from food security and the future of Small Island Developing States, to the geopolitics of the Arctic. This book takes a bird’s eye view, connecting the dots between these issues of security and sustainability, and ending with scenarios for the future with policy-making in mind.
