To understand public policy decisions, it is imperative to understand the capacities of the individual actors who are making them, how they think and feel about their role, and what drives and motivates them. However, the current literature takes little account of this, preferring instead to frame the decisions as the outcomes of a rational search for value-maximising alternatives or the result of systematic and well-ordered institutional and organisational processes. Yet understanding how personal and emotional factors interact with broader institutional and organisational influences to shape the deliberations and behaviour of politicians and bureaucrats is paramount if we are to construct a more useful, nuanced and dynamic picture of government decision-making. This book draws on a variety of approaches to examine individuals working in contemporary government, from freshly-trained policy officers to former cabinet ministers and prime ministers. It provides important new insights into how those in government navigate their way through complex issues and decisions based on developed expertise that fuses formal, rational techniques with other learned behaviours, memories, emotions and practiced forms of judgment at an individual level. This innovative collection from leading academics across Australia, Europe, the United Kingdom and North America will be of great interest to researchers, educators, advanced students and practitioners working in the fields of political science, public management and administration, and public policy.

The global financial and economic crisis struck the European Union and its member states with particular force from 2009 onwards. The immediate problem was the knock-on effects of the crisis on each country’s public finances. Bank bail-outs imposed a massive increase in sovereign debt on member states, while the economic recession unavoidably led to ballooning budget deficits via the usual mechanisms of reduced taxes and increased welfare spending. Subsequently, the Eurozone sovereign debt crisis exposed the hidden weaknesses in the monetary and financial arrangements that had accompanied the launch of the Euro; the severe economic imbalance between member states, rooted in longer-term structural divergences, and the inadequate institutional mechanisms for resolving these difficulties. This book originated from an EU-funded international research network on "Systemic Risks, Financial Crises and Credit: the Roots, Dynamics and Consequences of the Sub-Prime Crisis". Contributions explore and evaluate some of the ways in which the institutions and policies of the European Union and its member states have changed in response to the problems brought about by the crisis. This book was originally published as a special issue of the Journal of Contemporary European Studies.

This book is the first to offer a conceptual framework of English-medium education that can be used across different international higher education (HE) contexts. It provides readers with an understanding of the complexities, possibilities and challenges that this phenomenon raises in the 21st century. Making the case for the pressing need for an overarching conceptualisation, the authors discuss, from a theoretical point of view, the recently introduced ROAD-MAPPING framework for ‘English Medium Education in Multilingual University Settings’ (EMEMUS). Drawing on current research and examples from a variety of settings, the book makes a strong case for the applicability of the framework in two important directions: as a methodological tool for researching educational practices and as an analytical guide to examine policies and teacher education programmes.
