Mapping And Measuring Deliberation

Deliberative democracy has challenged two widely-accepted nostrums about democratic politics: that people lack the capacities for effective self-government; and that democratic procedures are arbitrary and do not reflect popular will; indeed, that the idea of popular will is itself illusory. On the contrary, deliberative democrats have shown that people are capable of being sophisticated, creative problem solvers, given the right opportunities in the right kinds of democratic institutions. But deliberative empirical research has its own problems. In this book two leading deliberative scholars review decades of that research and reveal three important issues. First, the concept 'deliberation' has been inflated so much as to lose empirical bite; second, deliberation has been equated with entire processes of which it is just one feature; and third, such processes are confused with democracy in a deliberative mode more generally. In other words, studies frequently apply micro-level tools and concepts to make macro- and meso-level judgements, and vice versa. Instead, Bächtiger and Parkinson argue that deliberation must be understood as contingent, performative, and distributed. They argue that deliberation needs to be disentangled from other communicative modes; that appropriate tools need to be deployed at the right level of analysis; and that scholars need to be clear about whether they are making additive judgements or summative ones. They then apply that understanding to set out a new agenda and new empirical tools for deliberative empirical scholarship at the micro, meso, and macro levels.

Deliberative democracy is a diverse and rapidly growing field of research. But how can deliberative democracy be studied? Research Methods in Deliberative Democracy provides a unique collection of over 30 methods to study deliberative democracy. Written in an accessible style, it provides guidance for scholars and students on how to conduct rigorous and creative research on the public sphere, structured forums, and political institutions. Each chapter introduces a particular method, elaborates its utility in deliberative democracy research, and provides guidance on its application, as well as illustrations from previous studies. This book celebrates the methodological pluralism in the field, and hopes to inspire scholars to undertake methodologically robust, intellectually creative, and politically relevant empirical research.

Political theorists often see deliberation--understood as communication and debate among citizens--as a fundamental act of democratic citizenship. In other words, the legitimacy of a decision is not simply a function of the number of votes received, but the quality of the deliberation that precedes voting. Efforts to enhance the quality of deliberation have focused on designing more inclusive deliberative procedures or encouraging citizens to be more internally reflective or empathetic. But the adequacy of such efforts remains questionable. Beyond Empathy and Inclusion aims to better understand the prospects of democracy in a world where citizens are often uninterested or unwilling to engage across social distance and disagreement. Specifically, the book considers how our practices of listening affect the quality and democratic potential of deliberation. Mary F. Scudder offers a systematic theory of listening acts to explain the democratic force of listening. Modeled after speech act theory, Scudder's listening act theory shows how we do something in the act of listening, independent of the outcomes of this act. In listening to our fellow citizens, we recognize their moral equality of voice. Being heard by our fellow citizens is what ensures we have a say in the laws to which we are held. The book also tackles timely questions regarding the limits of toleration and listening in a democratic society. Do we owe listening even to democracy's enemies? After all, a virtue of democratic citizenship is the ability to resist political movements that seek to destroy democracy. Despite these challenges and risks, Scudder shows that listening is a key responsibility of democratic citizenship, and examines how listening can be used defensively to protect against threats to democracy. While listening is admittedly difficult, especially in pluralist societies, this book investigates how to motivate citizens to listen seriously, attentively, and humbly, even to those with whom they disagree.

Democratic theory's deliberative turn has hit a dead end. It is unable to find a good way to scale up its small-scale, formally-organized deliberative mini-publics to embrace the entire community. Some turn to deliberative systems for a way out, but none have found in that a credible way of deliberatively involving the citizenry at large. Deliberation Naturalized offers an alternative way out-one we have been using all along. The key sites of democratic deliberation are citizens' everyday political conversations networked across the community. Informal networked deliberation is how all citizens actually deliberate together, directly or indirectly. That is how public opinion emerges in civil society. Networked deliberation satisfies the classic deliberative desiderata of inclusion, equality, and reciprocity, albeit differently than standard mini-publics. Reconceptualizing democratic deliberation in those terms highlights some real threats to the networked mode of deliberative democracy, such as polarization, message repetition, and pluralistic ignorance. Deliberation Naturalized assesses the extent of each of those threats and proposes ways of protecting real-existing deliberative democracy against them. By focusing on the mechanisms underpinning everyday democratic deliberation among ordinary citizens, Deliberation Naturalized offers a truly novel approach to deliberative democracy.

Woo investigates examples of the Chinese government using methods normally associated with deliberative democracy to involve their citizenry in decision-making at a sub-national level. Despite the tightening of civil society under Xi there are still some opportunities for the Chinese people to articulate their opinions and participate in decision making. The proliferation of deliberative democratic practices is motivated by the CCP’s strong governance logic, to strengthen regime legitimacy and stability. Woo examines deliberative participation through the lens of participatory budgeting in China, and investigates its impact on local governance. To make sense of this model of deliberative democratic governance in China, she unpacks the relationship between deliberative democracy and governance. This requires delving into the forms and functions of deliberation with Chinese characteristics, especially to show how they depart from the Western deliberative democratic experiences. What is the Chinese deliberative discourse in relation to the Western conception of deliberative democracy? How can the Chinese deliberative experience contribute to the concept of deliberative governance? How does deliberation impact upon local governance in China? An intriguing read both for scholars of Chinese politics and for political scientists looking at comparative examples of deliberative governance.

Reconciliation by Stealth advances a novel approach to evaluating the effects of transitional justice in postconflict societies. Through her examination of the Balkan conflicts, Denisa Kostovicova asks what happens when former adversaries discuss legacies of violence and atrocity, and whether it is possible to do so without further deepening animosities. Reconciliation by Stealth shifts our attention from what people say about war crimes, to how they deliberate past wrongs. Bringing together theories of democratic deliberation and peacebuilding, Kostovicova demonstrates how people from opposing ethnic groups reconcile through reasoned, respectful, and empathetic deliberation about a difficult legacy. She finds that expression of ethnic difference plays a role in good-quality deliberation across ethnic lines, while revealed intraethnic divisions help deliberators expand moral horizons previously narrowed by conflict. In the process, people forge bonds of solidarity and offset divisive identity politics that bears upon their deliberations. Reconciliation by Stealth shows us the importance of theoretical and methodological innovation in capturing how transitional justice can promote reconciliation, and points to the untapped potential of deliberative problem-solving to repair relationships fractured by conflict. This book is a pioneering analysis of the deliberative systems approach in Taiwan, extending an understanding of Taiwanese democratic politics and consolidating links between theoretical development and a practical application of deliberative practices. As a front-runner of new democracies in Asia and a relatively open society, Taiwan provides a model for deliberative governance, with a view towards institutional innovation and increasing democratisation. This book considers how components within the intricate web of micro- and macro- deliberative systems perform different functions, complement each other, and contribute both to policy change and democratic innovation. Specific cases are provided – such as participatory budgeting in Taipei City and the government-academia alliance model – to demonstrate the long-term systemic effects of mini-publics and citizen actions. Featuring cases from India, China, Nepal, Japan, South Korea, Singapore, Mongolia and Malaysia, the authors demonstrate and compare the differing uses of public deliberation in Asia. Many countries in Asia have long traditions of public deliberation, in both democratic and undemocratic settings, some of which continue today. Yet in the face of pressures from complex governance, popular protests and democratization, certain deliberative practices – notably deliberative polling – have been ‘parachuted’ into the region without regard to historical or traditional practices of deliberation. And, the motivations differ. Some states have made use of public deliberation in order to contain dissent, while others have more emancipatory goals in mind. The contributors to this book take a comparative perspective on the emergence and evolution of deliberative practices in Asia, and their relationships with democracy. They analyse the main motivations for introducing public deliberation in different political regimes and the effectiveness of public deliberation in Asian countries for solving problems and improving governance. In doing so they evaluate whether deliberative democratic tools, can apply to all societies regardless of their political and cultural differences.
