This book presents the outcomes of the second edition of the International Conference on Intelligent Computing and Optimization (ICO) – ICO 2019, which took place on October 3–4, 2019, in Koh Samui, Thailand. Este libro tiene el objetivo de analizar las alternativas de política pública necesarias para la preservación de la salud de la población, la reactivación de la economía y la definición de un marco institucional que facilite las relaciones entre individuos en un contexto pospandémico, mediante un enfoque multidimensional. En ese sentido, se analizan los antecedentes de las pandemias de carácter universal, el rol de las organizaciones internacionales, el papel de los bienes públicos globales, los modelos de gobernanza global desde un contexto glocal, las tendencias en investigación acerca de pandemias y sostenibilidad, los nuevos retos del Estado, el financiamiento de las pequeñas y medianas empresas, los incentivos fiscales a la innovación en inteligencia artificial y la utilidad de los modelos matemáticos para la toma de decisiones de política pública. De esta manera, se presenta un análisis ordenado de los retos que enfrenta la sociedad en la actualidad, con su explicación y atención mediante alternativas de acción pública. A Brookings Institution Press and United Nations Development Programme publication Latin America is often singled out for its high and persistent income inequality. Toward the end of the 1990s, however, income concentration began to fall across the region. Of the seventeen countries for which comparable data are available, twelve have experienced a decline, particularly since 2000. This book is among the first efforts to understand what happened in these countries and why. Led by editors Felipe López-Calva and Nora Lustig, a panel of distinguished economists undertakes in-depth analyses of Argentina, Brazil, Mexico, and Peru. In addition, they provide essential background in the form of overviews of the relationship between markets and inequality, the political economy of redistribution, and the evolution of income inequality in the advanced industrialized economies. Two factors account for much of the decline in inequality: a decrease in the wage gap between skilled and low-skilled labor, and an increase in government transfers targeted to the poor. Thanks to the timeliness and sophistication of these essays, Declining Inequality in Latin America is likely to become a standard reference in its field.

This book critically analyses the influence of international policies and guidelines on the performance of interventions aimed at reducing health inequities in Latin America, with special emphasis on health promotion and health in all policies strategies. While the implementation of these interventions plays a key role in strengthening these countries’ capacity to respond to current and future challenges, the urgency and pressures of cooperation and funding agencies to show results consistent with their own agendas not only hampers this goal, but also makes the territory invisible, hiding the real problems faced by most Latin American countries, diminishing the richness of local knowledge production, and hindering the development of relevant proposals that consider the territory’s conditions and cultural identity. Departing from this general analysis, the authors search for answers to the following questions: Why, despite the importance of the theoretical advances r egarding actions to address social and health inequities, haven’t Latin American countries been able to produce the expected results? Why do successful initiatives only take place within the framework of pilot projects? Why does the ideology of health promotion and health in all policies mainly permeate structures of the health sector, but not other sectors? Why are intersectoral actions conjunctural initiatives, which often fail to evolve into permanent practices? Based on an extensive literature review, case studies, personal experiences, and interviews with key informants in the region, Globalization and Health Inequities in Latin America presents a strategy that uses monitoring and evaluation practices for enhancing the capacity of Latin American and other low and middle-income countries to implement sustainable processes to foster inclusiveness, equity, social justice and human rights. p/pp
