Improved energy efficiency in rental housing is important from the perspectives of environmental, economic, and social policy, but upgrades to such buildings lag those of owner-occupied properties. With myriad reasons to improve the efficiency of this sector, this thesis seeks to better understand the barriers and strategies to achieve this goal. This research was inspired by recent partnerships among municipalities, community-based organizations, and utilities in Massachusetts, which create a new medium to serve the rental sector. Upon investigation of the policies of five jurisdictions throughout the United States, this thesis finds that well designed policies may 1) establish a minimum standard of energy efficiency in rental properties, 2) enable energy efficiency program administrators to focus attention beyond basic measures to deeper retrofits, and 3) facilitate the valuation of energy efficiency in housing markets. Additionally, this research presents a cross-cutting analysis of policy options, highlights key elements, and offers suggestions to complement existing efforts in Massachusetts, such as these partnerships, to improve the energy efficiency of rental properties.

As part of Lawrence Berkeley Laboratory's (LBL) technical assistance to the Sustainable City Project, compliance and enforcement activities related to local and state building codes for existing and new construction were evaluated in two case studies. The analysis of the City of San Francisco's Residential Energy Conservation Ordinance (RECO) showed that a limited, prescriptive energy conservation ordinance for existing residential construction can be enforced relatively easily with little administrative costs, and that compliance with such ordinances can be quite high. Compliance with the code was facilitated by extensive publicity, an informed public concerned with the cost of energy and knowledgeable about energy efficiency, the threat of punishment (Order of Abatement), the use of private inspectors, and training workshops for City and private inspectors. The analysis of California's Title 24 Standards for new residential and commercial construction showed that enforcement of this type of code for many climate zones is more complex and requires extensive administrative support for education and training of inspectors, architects, engineers, and builders. Under this code, prescriptive and performance approaches for compliance are permitted, resulting in the demand for alternative methods of enforcement: technical assistance, plan review, field inspection, and computer analysis. In contrast to existing construction, building design and new materials and construction practices are of critical importance in new construction, creating a need for extensive technical assistance and extensive interaction between enforcement personnel and the building community. Compliance problems associated with building design and installation did occur in both residential and nonresidential buildings. Because statewide codes are enforced by local officials, these problems may increase over time as energy standards change and become more complex and as other standards (eg, health and safety codes) remain a higher priority. The California Energy Commission realizes that code enforcement by itself is insufficient and expects that additional educational and technical assistance efforts (eg, manuals, training programs, and toll-free telephone lines) will ameliorate these problems.

In the 1990s, the issue of human resource development in Malaysia has gained prominence in public and private policy circles. Discussions center around training policy, where there are concerns about acute labor shortages, and around industrial development policy, which strives to maintain a skilled and well-trained workforce to increase competitiveness and attract foreign direct investment. But policymakers have been forced to make critical decisions on resource allocation and to design policies without access to comprehensive training data, especially from the private sector. This usually results in supply-oriented policies stemming from mismatches between skills supplied by public training institutions and those actually needed by industry. This report attempts to fill this information gap on private sector training as an aid in formulating training policies that are more demand-driven. The report contains rigorous analysis of private sector-led training and addresses the issue of whether firms in Malaysia underinvest in training. Data came from the Malaysia Economic Planning Units 1994-95 survey and analysis of 2,200 manufacturing firms. The survey elicited information on firm-sponsored training and on a wide range of firm attributes, including size, industry, local or foreign ownership, equipment technology, quality control systems, markets and exports, workforce characteristics, wages and other compensation, and production. The data document, for the first time, the incidence and characteristics of training in Malaysian industry, across firms of different sizes, ownership, and output profiles. The data create an unprecedented opportunity to study the critical links between training, new technology, and quality control.
