Local And Community Driven Development

'Local and Community Driven Development: Moving to Scale in Theory and Practice' provides development practitioners with the historical background and the tools required to successfully scale up local and community driven development (LCDD) to the regional and national levels. LCDD gives control of development decisions and resources to communities and local governments. It involves collaboration between communities, local governments, technical agencies, and the private sector. Since the 1980s, participatory approaches have received new impetus via participatory rural appraisal, the integration of participation in sector programs, decentralization efforts of developing countries, and greater space for civil society and the private sector. This book traces the emergence of the LCDD synthesis from these various strands. 'Local and Community Driven Development' provides the theoretical underpinnings for scaling up, guidance on how to adapt the approach to the specific institutional and political settings of different countries, diagnostic tools, and step-by-step instructions to diagnose the national context, adapt policies, and expand programs. It will be a useful guide for rural and urban development practitioners, public administrators, and policy makers who wrestle daily with the problems the book addresses.

Indonesia has adopted community-driven development as a major strategy for poverty reduction, and replicated the approach nationwide through a number of programs. Over the past few years, the country has formulated a road map for sustaining the systems, procedures, and benefits of community-driven development. Through case studies, the study examines the ongoing transition from the government's long-standing National Community Empowerment Program to mainstreaming through the government's regular planning and budget allocation system through the Village Law, which was enacted in early 2014. With a growing awareness about the limitations of top-down mechanisms for governance and development, attention has been shifted to the potential role of community participation as a way to empower local people, especially poor people and enhance the quality of public service delivery. Community Driven Development (CDD) is developed with the idea to put local communities centrally so that they can have direct control over key decisions in development projects, including management of investment funds, implementation, operation and maintenance. The strong points of CDD have turned this approach into one of the fastest growing mechanism for channeling development assistance in World Bank.By zooming the context of Vietnam, this study aims to examine how Community Driven Development has been done in the country and to identify factors that influence the outcomes of this initiative in different parts of Vietnam.

This publication documents the process and materials needed to conduct interventions supporting the transition to local government-led community-driven development in the Philippines.
