Today, between 10 and 12 million Roma live in Europe, comprising the continent's largest ethnic minority. However, only 1% participate in higher education. Although the Roma are widely dispersed across Europe, and beyond, they face similar social, political, and economic challenges throughout the continent. A major site of struggle has been access, attendance and achievement in the education sector for Gypsies, Roma and Travellers (GRT). This groundbreaking text explores the Roma in higher education, a topic of great importance since higher education is considered to be a significant pathway out of poverty and to social mobility. Why are participation rates so low? What are the barriers and what are the enablers? This edited collection brings together authors from diverse national and organisational locations including academics, activists and policymakers from Canada, Chile, Finland, Greece, Hungary, Macedonia, Poland, Romania, Serbia, the UK, and the USA. They share and critically analyse contemporary knowledge on research, policies, practices and interventions to promote Roma participation in higher education in a range of European locations. They cover key topics including the representation of Roma communities as living on the margins, but also racism, anti-Gypsyism, Romaphobia, hate crimes and discriminatory practices. This open access volume provides an understanding of the different aspects of success, school continuity and social mobility among European Roma, including the motives justifying the high rates of school dropout and failure among this group. It offers a critical and reflexive perspective about social reality from a multidisciplinary and transversal point of view, sharing knowledge and practices in different countries about the articulations between Roma families, individuals, school and public policies. Over time, there has been an increase in the educational attainment of European citizens, but there are still persistent inequalities between Roma and non-Roma, including gender inequalities, which greatly affect Roma women. The volume explores the issue of Roma education and includes chapters from Western European, South and Central and Eastern European researchers using different theoretical and methodological perspectives. The intersection of this diversity and plurality of standpoints makes possible to obtain a comprehensive view on the education and schooling of European Roma.

This book contains the major papers presented during the International Conference on Lifelong Learning: Global Perspectives on Education, held in Beijing, China, from 1 to 3 July 2001. Almost 200 participants from government agencies, academic institutions, research organizations, multilateral agencies and non-government organizations from 40 countries, shared their policies and practices on lifelong learning in their respective contexts. This compilation illustrates the range of perspectives and practices in different parts of the world. The organizers of this conference, the Beijing Academy of Educational Sciences, the Chinese National Commission of UNESCO, the American Association for Adult and Continuing Education, the Socrates Program of the European Commission and the UNESCO Institute for Education looked forward to the unique opportunity of bringing together such a range of stakeholders, not only for exchanging experiences but more important, to collectively reflect and analyse the implications for policy and educational practices of such discourses and experiences.
