Lessons Learned From The California Drought 1987 1992 National Study Of Water Management During Drought

Describes the lessons learned of the six-year California drought (1987-1992). This report will improve the mgmt. of water resources during future droughts in California & other states. These lessons capture the views of some 100 interviewed participants representing 57 organizations in California that manage or influence the mgmt. of water. The participating organizations represented Fed., state, regional, & local water supply agencies as well as environmental, private & governmental entities that influence water management in the state.

This report is part of the National Study of Water Management During Drought conducted by the Institute for Water Resources, U.S. Army Corps of Engineers. The California drought experience provided the water community with many important lessons. Some of these have been learned and acted upon during the later stages of the drought. Other lessons are yet to be confirmed and are presented in this report as recommendations of the survey participants for water management initiatives and reforms.

Describes methods for improving water mgmt. during drought developed during a 4-year study. The methods were tested & refined in 4 filed studies in different parts of the country, in which teams of water managers & users worked together to reduce drought impacts. This report explains the procedure for coop. Fed.-state Drought Preparedness Studies, to indicate how these studies relate to the longstanding principles & guidance for Fed. water resources investigations, & to indicate the means of implementing conclusions arrived at in any given region.
