Law Enforcement Effectiveness Conference

Because police are the most visible face of government power for most citizens, they are expected to deal effectively with crime and disorder and to be impartial. Producing justice through the fair, and restrained use of their authority. The standards by which the public judges police success have become more exacting and challenging. Fairness and Effectiveness in Policing explores police work in the new century. It replaces myths with research findings and provides recommendations for updated policy and practices to guide it. The book provides answers to the most basic questions: What do police do? It reviews how police work is organized, explores the expanding responsibilities of police, examines the increasing diversity among police employees, and discusses the complex interactions between officers and citizens. It also addresses such topics as community policing, use of force, racial profiling, and evaluates the success of common police techniques, such as focusing on crime "hot spots." It goes on to look at the issue of legitimacyâ€"how the public gets information about police work, and how police are viewed by different groups, and how police can gain community trust. Fairness and Effectiveness in Policing will be important to anyone concerned about police work: policy makers, administrators, educators, police supervisors and officers, journalists, and interested citizens.

In response to a congressional request, GAO reviewed the conference results and coordination among U.S. participants at the 1983 Regional Administrative Radio Conference held by the International Telecommunications Union. GAO found that the United States achieved two of its major objectives by convincing other nations to support: (1) a broadcasting satellite service plan with significant flexibility in technical standards and procedures; and (2) a plan which assigns specific orbit slots and frequencies to each nation. The United States was not successful in reaching agreement with the other nations on a desired higher maximum signal power level for the broadcasting satellites. However, the United States was able to adequately protect most of its interests at the conference because of the quality of technical preparations, the availability of computer analysis during the conference, and the competence of the U.S. delegation, although the delegation could have been aided by more and earlier State Department advance work to anticipate the political positions of other nations and help negotiate their support for U.S. views. Furthermore, a lack of State Department attention to conference administrative matters resulted in required conflict-of-interest reviews of private-sector delegates not being made before the conference. In addition, poor coordination within the Department caused by uncertainty about authority resulted in confusion for the delegation leadership throughout the conference. Effective coordination was hampered by the lack of interagency and intra-agency understanding of the coordinator's role.

To one extent or another, dealing with the news media is a fact of life for every American law enforcement leader. However, news organizations, although a pain at times, can aid law enforcement in a number of ways. Solid advice for overcoming this media misbehavior is given, which will prepare the leader for dealing with the media challenges found at the scene of a major crime, disaster, or other high-profile incident. Instructions for the responses required to recover from an episode of bad news is included, aiding the leader in how to inform the public of all good news that the agency generates. Each chapter concludes with a summary of vital points to remember, and a glossary of terms appears at the end of the text. A new chapter has been added on the topic of “fake news.” Law enforcement leaders need to understand what this phenomenon is and how to protect themselves from its negative effects. This how-to-do-it book is a troubleshooting guide that will enable the law enforcement leader to undertake any challenging media situation that is encountered.

This book provides a record of the speeches and discussion of the conference that was held to review major standards and recommendations of the National Advisory Commission on Criminal Justice Standards and Goals. This book is a companion to the six volumes of the Commission report, but it is not a statement of the Commission itself. This conference enabled criminal justice practitioners from across the nation to gain an overview of the Commission's work and an understanding of the intent of the Commission in developing its standards and goals. Other recent commissions have studied the causes and debilitating effects of crime in our society. This effort has sought to expand their work and build upon it, developing a clear statement of priorities, goals, and standards to help set a national strategy to reduce crime through the timely and equitable administration of justice; the protection of life, liberty, and property; and the efficient mobilization of resources. The Commission hopes that its standards and recommendations will influence the shape of the criminal justice system in the nation for many years to come. And it believes that adoption of those standards and recommendations will contribute to a measurable reduction of the amount of crime in America.
