El atentado terrorista contra las torres gemelas nos ha situado ante un nuevo escenario de intervenciones e injerencias preventivas que se venía fraguando desde hacia tiempo, pero, a partir del 11 de septiembre de 2001, la estrategia preventiva se convierte en el paradigma dominante de la esfera internacional. La actual situación de inestabilidad e inseguridad global es imputada de manera exclusiva a la permanente amenaza del denominado terrorismo internacional. Esta interesada interpretación de los conflictos globales está suponiendo, en la práctica, una constante y dramática vulneración de los derechos humanos en todo el mundo, máxime cuando se crea una falsa contradicción al confrontar la seguridad estatal frente a la libertad individual. Desde un compromiso con los derechos humanos y planteando nuevas alternativas para hacer frente, críticamente, a la perversa estrategia de la seguridad preventiva, esta obra aborda algunos retos del contexto actual desde distintos puntos de vista, con la finalidad de sugerir propuestas para el necesario fortalecimiento de la cultura de los derechos humanos. Dada la magnitud de los riesgos que el nuevo escenario preventivo plantea para la sostenibilidad y garantía de todos los derechos humanos, la aproximación ha sido realizada desde un enfoque interdisciplinar, tanto en la forma de abordar estas cuestiones como en la sugerencia de alternativas.
