Les ambitions de l'Espace européen de liberté, de sécurité et de justice en matière judiciaire fondent leurs espoirs sur le principe de reconnaissance mutuelle des décisions de justice. Importé du marché inétrieur européen, le principe de reconnaissance mutuelle repose sur une volonté de faire circuler les décisions de justice répressives entre les Etats membres. Or, cette dynamique, affirmée dès 1999, point dans un domaine a priori hostile, tout en faisant l'économie d'une définition technique du contenu du principe de reconnaissance mutuelle des décisions, ainsi que du régime procédural y afférant. Les instruments de reconnaissance mutuelle adoptés sur ces bases juridiques fragiles témoignent aujourd'hui d'un ralentissement de l'essor du principe européen, alors qu'il n'est pas encore vraiment entré dans les moeurs judiciaires nationales. Le travail proposé tente d'asseoir juridiquement le contenu et les contours du principe de reconnaissance mutuelle en matière pénale en déterminant d'abord, une définition juridique du principe, puis, ensuite, le régime de sa mise en oeuvre. Le point de départ de la démarche se révèle dans l'existence du processus d'intégration européen qui, au travers de l'impératif de libre circulation, dessine l'espace de justice commun. Ce faisant, le droit pénal international ne peut fournir les règles d'une véritable efficacité extra-territoriale des décisions de justice, de même que le droit international privé classique ne représente pas un modèle de circulation libre de la décision. Ce sont alors les termes autonomes du modèle d'efficacité extra-territoriale d'une libre circulation des décisions, et la procédure y afférant, qui sont proposés.

Ce Liber Amicorum, qui rend hommage à Gilles de Kerchove, coordinateur de l’Union européenne pour la lutte contre le terrorisme de 2007 à 2021, dresse le bilan de ce qui a été mené dans ce secteur ces dernières années et se penche également sur les défis à venir. Après une introduction retraçant le parcours du récipiendaire, la première partie se penche sur différents aspects de la coopération au sein de l’Union européenne, allant du mandat d’arrêt européen, à la protection des droits fondamentaux en passant par le rôle de certaines institutions ou agences de l’UE. La deuxième partie traite de la coopération entre l’UE et le reste du monde, qu’il s’agisse d’organisations mondiales ou de certains États en particulier, comme les États-Unis. La troisième partie, plus transversale, rassemble des contributions diverses touchant notamment à l’État islamique, au financement du terrorisme, aux victimes et aux nouvelles technologies. Trafficking Culture outlines current research and thinking on the illicit market in antiquities. The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

Zacarias Moussaoui was arrested in the United States in August 2001. He is currently in a federal prison in Virginia, charged with "conspiring with Osama bin Laden and Al-Qaeda to murder thousands of innocent people in New York, Virginia, and Pennsylvania." Moussaoui , who trained to be a pilot in Oklahoma, admits to being a member of Al-Qaeda but denies involvement in the events of September 11. He has opted to defend himself. Written by his brother, Zacarias, My Brother tells the story of Zac’s life from birth to the time in 1996 when he broke contact with his family and became deeply involved with Muslim fundamentalists in London. It is a unique document about what it is to grow up a Muslim in Western Europe today and how an extremist is made. In Zacarias, My Brother, author Abd Samad Moussaoui describes the struggle that young Arab men and their families endure in Europe, seeking an education and equal opportunity, only to find most avenues of assimilation effectively barred to people of color. At the same time, he authoritatively details the techniques of the extremist sects that recruit potential terrorist cadres. Members of the Wahhabi sect have perfected a rhetoric that appeals to the wounded pride of these young Arab men, Moussaoui writes—for example, offering funds to help them complete their education. Moussaoui deplores the route taken by his brother. He is not in any way an apologist for terrorism. Even so, he shows convincingly that normal young men can end up terrorists, and suggests how and why this happens. Moussaoui shows with gripping clarity how Wahhabism distorts true Islamic faith and the threat it poses to Islam. And his book strongly suggests that the best defense against terrorist groups like the Wahhabi sect in the future is anything people can do to end racism.

'The Politics of Europeanization' looks at the political aspects of European integration from the point of view of domestic politics. In doing so, it goes beyond the classic analysis of 'how policies are made in Brussels' and raises instead the question 'what is the power of Europe in national contexts?'. The questions at the heart of this volume are crucial both for our understanding of European integration and for their policy implications. What does Europeanization really mean? How can it be measured? How is the European Union affecting domestic politics and policies in member states and candidate countries? Is Europeanization an irreversible process? Does it mean convergence across Europe? How and why do differences remain? The contributors explain and question the 'power of Europe' by providing theoretical and empirical perspectives on domestic politics and institutions, government and administration, public policies, political actors and business groups. The volume contains a new research agenda for the nascent literature on Europeanization.
