Kyoto To Paris Transitioning The Clean Development Mechanism

This publication provides insights on deliberations regarding the Clean Development Mechanism (CDM) transition and implications for Asia and the Pacific. With the Article 6 Rulebook expected to be finalized at the 26th Conference of Parties in Glasgow, the Asian Development Bank hopes this publication can increase knowledge and understanding of the CDM transition along with its relevance to economies in the region. It is also intended to help stakeholders from Asia and the Pacific become better prepared to contribute to the finalization of the Article 6 Rulebook and move toward operationalizing Article 6 of the Paris Agreement.

This volume analyses democratic governance, the rule of law and development in Africa. It is unique and timely. First, the theme and sub-themes were carefully selected to solicit quality chapters from academics, practitioners and graduate students on topical and contemporary issues in constitutional law, human rights, and democratic governance in Africa. The chapters were subjected to a single-blind peer review by experts and scholars in the relevant fields to ensure that high quality submissions are included. Under the Kyoto Protocol, industrialized countries committed to emission reductions may fulfill part of their obligations by implementing emission reduction projects in developing countries. In doing so, they make use of the so-called Clean Development Mechanism (CDM). Two important issues surround the implementation of the CDM. First, if the cheapest abatement measures are implemented for CDM projects, developing countries may be left with only more expensive measures when they have to meet their own commitments in the future (the so-called low-hanging fruits issue). Second, a choice must be made on the type of baseline against which emission reductions are measured: an absolute baseline or a relative (to output) one (the baseline issue). The purpose of this paper is to study the interactions between these two issues from the point of view of the developing country. Two major results are obtained. First, when possible future commitments for developing countries and irreversibility of abatement measures are taken into account, we show that the industry where CDM projects are implemented enjoys larger profits under an absolute baseline than under a relative one. Second, concerning the low-hanging fruits problem, the financial compensation required by the developing country for implementing too many CDM projects is larger under the relative baseline.

According to the contributors of this volume, a wide range of options in addition to the Kyoto Protocol need to be considered to promote long-term climate protection and bridge the growing divide among nations over how to take action. This compilation explores some of the best alternatives, with special attention to options that promote participation by both industrialized and developing countries.

This report analyzes how carbon markets can be designed to help economies reach ambitious emission reduction goals and generate the financing needed to scale up climate action and build a resilient future. Designed as a framework for policymakers, it examines the current state of international and domestic carbon markets, delves into legal and policy issues, and explains how informed policy choices can be made when designing national strategies for carbon markets under the Paris Agreement. It assesses the opportunities and challenges with carbon markets, and shares insights on how high-integrity carbon markets can underpin the transition towards a low-carbon economy as countries transition towards net zero.

In the midst of human-induced global climate change, powerful industrialized nations and rapidly industrializing nations are still heavily dependent on fossil fuels. Even if we arrive at a Hubbert’s peak for oil extraction in the 21st century, the availability of technologically recoverable coal and natural gas will mean that fossil fuels continue to be burned for many years to come, and our civilization will have to deal with the consequences far into the future. Climate change will not discriminate between rich and poor nations, and yet the UN-driven process of negotiating a global climate governance regime has hit serious roadblocks. This book takes a trans-disciplinary perspective to identify the causes of failure in developing an international climate policy regime and lays out a roadmap for developing a post-Kyoto (post-2012) climate governance regime in the light of lessons learned from the Kyoto phase. Three critical policy analytical lenses are used to evaluate the inherent complexity of designing post-Kyoto climate policy: the politics of scale; the politics of ideology; and the politics of knowledge. The politics of scale lens focuses on the theme of temporal and spatial discounting observed in human societies and how it impacts the allocation of environmental commons and natural resources across space and time. The politics of ideology lens focuses on the themes of risk and uncertainty perception in complex, pluralistic human societies. The politics of knowledge lens focuses on the themes of knowledge and power dynamics in terms of governance and policy designs, such as marketization of climate governance observed in the Kyoto institutional regime.
