Keeping The Promise Of Old Age Income Security In Latin America

Many Latin American governments have radically restructured their old age income security systems, starting with Chile's 1981 pension reform. The reforms move national pension system from purely social to largely individual responsibility; from risk pooling to individual savings accounts. They maintain reduced public risk pooling features, combined with mandatory and voluntary individual private savings to finance pensions and diversify the risks to adequate income in old age-the multi-pillar approach.

Empirical analysis of two decades of pioneering pension and social security reform in Latin America and the Caribbean shows that much has been achieved, but that critical challenges remain. In tackling this unfinished agenda, a great deal can be learned from the reform experience of countries in the region. 'Keeping the Promise,' produced by the chief economist's office for the Latin America and Caribbean region at the World Bank, evaluates policy reforms in 12 countries, points to successes and shortcomings, and proposes priorities and options for future reform.

A system for old-age security should probably combine different approaches: mandated savings and annuities; a redistribution of income to old people who did not earn enough when they were young to build an adequate cushion of savings; fiscal incentives for nonmandatory savings and annuities (including tax incentives for job-based pension plans); and an informal system of purely voluntary personal savings and family arrangements.

Developing countries may not have full-fledged welfare states like those we find in Europe, but certainly they have welfare state systems. For comparative social policy research the term "welfare state systems" has many advantages, as there are numerous different types/models of welfare state systems around the world. About half of the region's poor live in cities, and policy makers across Latin America are increasingly interested in policy advice on how to design programmes and policies to tackle poverty. This publication argues that the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are, to a large extent, site specific. It therefore focuses on strategies to assist the urban poor in making the most of the opportunities offered by cities, such as larger labour markets and better services, while helping them cope with the negative aspects, such as higher housing costs, pollution, risk of crime and less social capital.

This publication examines whether a social protection system (broadly defined to include policy interventions, public institutions, and the regulation of private institutions to address welfare costs of problems such as job loss and extended unemployment, health episodes, old age, and life-time poverty) exists in Chile or whether it is has a set of loosely co-ordinated programmes instead. It assesses whether households are provided with appropriate tools to mitigate risks to their income, identifies gaps in coverage, and sets out guidelines, grounded in a conceptual framework, designed to increase the effectiveness of social protection.

The issue of policy dynamics is a key one in policy studies and one which is particularly amenable to comparative policy research. An International Expert Workshop on the Right to Social Security was held in April 2005 at the German Institute for Human Rights, whose purpose was to highlight specific issues of the right to social security which should be addressed by the Committee when drafting a General Comment on article 9. The results of this workshop are published in this volume providing an insight into the current challenges on social security as a human right.
