"Federal participation in the development of water resources projects and programs in the State of Kansas can be expected to approach a billion dollars... The over-all impact of these federal programs is tremendous. Properly coordinated, they will be of much benefit to the state and nation. To assure an orderly development of our water resources, the federal government needs to be advised as to the attitudes and desires of the state. Existing federal legislation provides ample opportunity for state government to present the views and desires of state and local interests for consideration by the federal agencies and the Congress. Hence,state government must coordinate the activities of the several interested state agencies as they relate to the planning and development of the federal projects and programs. In addition, recognition must be given to the various water interests within the state which might be affected, and assurance must be provided that the developments conform with the various state laws"--Abstract.
