Excerpt from Journal of Forestry, 1921, Vol. 19: Official Organ of the Society of American Foresters Another plot. At the top of Looking Glass Rock on the Pisgah National Forest. Showed a mature height of 45 feet, while 22 year-old second growth sprouts and seedlings had already reached heights of from 31 to 38 feet. A possible explanation of this rapid early growth (approximating that in the coves) lies in the amount of soil, which, though limited. Was sufficient to supply moisture for rapid early growth up to a certain point, and in the protection from wind afforded by the crowns of old-growth trees near by. Excerpt from Journal of Forestry, 1919, Vol. 17: Official Organ of the Society of American Foresters, Combining the Proceedings of the Society and the Forestry Quarterly During the past five years there has been a cumulative realization of the fact that the low scale of salaries paid by the Forest Service was causing a shortage of competent men on the National Forests.' The cost of living has so far outstripped the almost negligible promotions allowed by Congress that there has been an increasing annual exodus of leadership, experience, and ability - technical and non-technical into other fields. This fact is so well known as to require no further proof or mention. The purpose of this paper is to point out two facts which I believe have so far been realized only dimly, if at all, by the profession: First, that the salary situation threatens the ultimate success of our great experiment in national forestry; second, that really logical methods of redress have not yet been attempted. Public land management and ownership came under increasing scrutiny in the 1980s, partly because of the increased value of federal lands; prized for their timber, minerals, energy, and amenity outputs. The personal touch and wisdom of one of these prolific and thoughtful writers on land use issues ensure that this book is a valuable addition to a literature to which Dr. Clawson already has made enormous contributions. For its readers, this book provides fresh insights and suggests new approaches to a problem that has been heavily discussed.
