Today, America's Armed Forces are the world standard for military excellence and joint warfighting. We will further strengthen our military capabilities by taking advantage of improved technology and the vitality and innovation of our people to prepare our forces for the 21st century Joint Vision 2010 creates the template to guide the transformation of these concepts into joint operational capabilities. It serves as the basis for focusing the strengths of each individual Service or component to exploit the full array of available capabilities and allow us to achieve full spectrum dominance. It will also guide the evolution of joint doctrine, education, and training to assure we will be able to achieve more seamless joint operations in the future. As we pursue this vision, we must remain mindful of our responsibilities: to prevent threats to our interests from emerging, deter those that do, and defeat those threats by military force if deterrence fails. In 2010, we will meet these responsibilities with high quality people and leaders, who are trained and ready for joint operations and able to exploit high technology equipment. Even during a time of unparalleled technological advances we will always rely on the courage, determination, and strength of America's men and women to ensure we are persuasive in peace, decisive in war; and preeminent in any form of conflict.

The US military today is a force of superbly trained men and women who are ready to deliver victory for our Nation. In support of the objectives of our National Security Strategy, it is routinely employed to shape the international security environment and stands ready to respond across the full range of potential military operations. But the focus of this document is the third element of our strategic approach – the need to prepare now for an uncertain future.Joint Vision 2020 builds upon and extends the conceptual template established by Joint Vision 2010 to guide the continuing transformation of America's Armed Forces. The primary purpose of those forces has been and will be to fight and win the Nation's wars. The overall goal of the transformation described in this document is the creation of a force that is dominant across the full spectrum of military operations – persuasive in peace, decisive in war, preeminent in any form of conflict.In 2020, the nation will face a wide range of interests, opportunities, and challenges and will require a military that can both win wars and contribute to peace. The global interests and responsibilities of the United States will endure, and there is no indication that threats to those interests and responsibilities or to our allies, will disappear. The strategic concepts of decisive force, power projection, overseas presence, and strategic agility will continue to govern our efforts to fulfill those responsibilities and meet the challenges of the future. This document describes the operational concepts necessary to do so.If our Armed Forces are to be faster, more lethal, and more precise in 2020 than they are today, we must continue to invest in and develop new military capabilities. This vision describes the ongoing transformation to those new capabilities.

This book maps the increasing convergence of US domestic and international security regimes, analyzing the trend towards global pacification in the name of 'security'. The dream of liberal world peace after the Cold War is on the verge of collapsing into permanent global pacification – not only in the global south but also in pockets of the ‘Third World’ within the territory of Western states. In this volume, the author explores the ways in which regimes of security have been extended into increasingly large aspects of social life and shows that their expansion has been driven by a constant broadening of the notion of 'war'. Filling a gap in the literature, the book demonstrates how US security agencies have sought to develop indeterminate security capabilities aimed at distinguishing between legitimate and illegitimate flows of people and resources. This analysis of regimes of security is tied to a more general discussion about the persistence, or even multiplication, of illiberal forms of power within liberal governmentality. Although the media has paid a good deal of attention to information warfare, most treatments so far are overly broad and without analytical foundations. In this book Gregory Rattray offers a comprehensive analysis of strategic information warfare waged via digital means as a distinct concern for the United States and its allies. Rattray begins by analyzing salient features of information infrastructures and distinguishing strategic information warfare from other types of information-based competition, such as financial crime and economic espionage. He then establishes a conceptual framework for the successful conduct of strategic warfare in general, and of strategic information warfare in particular. Taking a historical perspective, he examines U.S. efforts to develop air bombardment capabilities in the period between World Wars I and II and compares them to U.S. efforts in the 1990s to develop the capability to conduct strategic information warfare. He concludes with recommendations for strengthening U.S. strategic information warfare defenses.

The U.S. Army underwent a decade of significant transformation between 1987 and 1997 that affected strategy, force requirements, structure, and basing requirements. The end of the Cold War provided the initial impetus for defense reshaping and drove the pace and depth of change.
