Japanese Dependence On World Economy

In order to affirm its status as an "advanced industrial nation," Japan has formally adopted a sweeping program of liberalization in its own trade and payments. In practice, however, this program is subject to various limitations; to a considerable extent the apparently smooth implementation of the liberalization program may be attributed to the system of informal “administrative guidance” by which conflicts have been adjusted and symptoms of economic instability partly suppressed. Professor Hellerman analyzes the interrelations between changes in the structure of Japan's industrial production and the structure of its foreign trade. Applying the theory of industrial organization at the international level, he proceeds from the examination of structure to an evaluation of performance and public policy in Japan’s external economic affairs. The current world economic crisis and its impact on Japanese capitalism contains many paradoxes. After the historical conditions of continuous growth under US economic hegemony broke down, generating a global economic crisis from the beginning of the 1970s, the restructuring of capitalism through the 'information revolution' seems paradoxically to be causing a historical reverse in social conditions of over a century. Although the Japanese economy is often regarded as an exceptionally successful economy it is not immune from the crisis. The process of restrengthening Japanese competitive power has weakened the social position of Japanese workers. This book offers a stimulating analysis of the dynamics of the world and Japanese economy. The author's previous book The Basic Theory of Capitalism gives a solid theoretical basis for the treatment of the current crisis in this present study.

Two powers in East Asia today stand to define the region's economic and commercial future: Japan, which rose in a spectacular industrial burst to become at present the world's second largest economy; and China, which is rapidly advancing towards a market economy under the watchful eye of the world. While much has been made of Japan and China’s particular economic institutions and developmental paths, few works analyze them in a comparative framework. With the rise of China, Japan and many East Asian countries are caught between maximizing profit from economic ties with her, and strengthening alliances with the United States to prevent China from overpowering them. Liberals and realists thus debate over the likelihood of either security tensions easing up or economic interdependence getting reduced eventually. On the other hand, Iida introduces a new theory that reinterprets the relationship between state security and economic interdependence among countries in the Asia-Pacific region. Based on case studies of recent episodes in East Asia, and especially on the experiences of Japan, this book highlights an interesting dynamic between security and economic interdependence: risk avoidance. By understanding how risk avoidance affects the behavior of these countries in terms of security and economics, it becomes evident how they eventually settle into what Iida calls "Cool Politics" and "Lukewarm Economics".
