Japan And The Contemporary Middle East

Japan is an economic power of global significance; it is also the world's largest single national importer of oil. These two facts alone are sufficient to indicate the significance of Japan's relationship with the Middle East. But in fact, Japan's particularly strong interests in the Middle East extend well beyond oil, and include banking, investment, and an increasing concern with economic assistance. The studies in this book deal with the relevant period of the twentieth century and especially with the rapid transformation of Japan's relationship with the region since 1973. It provides access in English to the current economic and political analysis by Japanese specialists concerned with the Middle East, and it will assist anyone interested in Japan's relationship with the region. The dependence of Japan on Middle Eastern oil is examined together with the changing nature of Japan's energy consumption policies at home, and its involvement in joint ventures in the Middle East. Japan's role as a major provider of economic assistance is reviewed, and its future potential role in this area is emphasised.

The book provides a comprehensive analysis of the emergence, political economy and foreign relations of Japan’s relations with the Middle East, with an emphasis on its relations with the states in the Gulf Region. It offers both country specific case studies and thematic chapters, providing comprehensive study on Japan’s relations with the Gulf and the wider Middle East. Japan enjoys a strategic partnership with the Arab Gulf countries in terms of its energy trade, yet this has morphed into a wider trading relationship with the wider Middle East. The book studies Japan’s relations with Israel, Egypt and Turkey, covering security, the oil sector and the LNG sector Middle East. This will allow this book to go beyond its rich analytical and empirical content.

This study examines how Japanese policy toward Middle East security issues is shaped by the need to both maintain Japan’s security alliance with the US and its oil relationship with states in the Middle East. Yukiko Miyagi introduces the historic roots of Japan’s policy, and then focuses on the major contemporary cases – the Iraq war, the Iranian nuclear crisis, and the Arab-Israeli conflict, to expose and explain how clashing interests and dilemmas were negotiated to arrive at policy outcomes. The author also sheds light on the utility of mainstream International Relations theories for understanding Japan’s behaviour. How do we understand the policy of a self-declared ‘anti-militarist’ state forced to operate in a realist world and for whom energy supplies are a matter of vital national security? This study shows how neither realism nor its rivals, such as constructivism, can wholly explain Japan’s behaviour and suggests a theoretical framework for doing so. As the economies of East Asia grow ever stronger, their need for energy resources increases, which in turn compels closer relations with the countries of the Middle East. This book examines the developing relations between the countries of East Asia, especially China and Japan, with the countries of the Middle East.
