The public visibility of Islam is becoming increasingly controversial throughout European countries. With case studies drawn from France, Germany, Italy, Spain and the UK, this book examines a range of public issues, including mosque construction, ritual slaughter, Sharia councils and burqa bans, addressing the question of ’Islamic difference’ in public life outside the confines of established normative discourses that privilege freedom of religion, minority rights or multiculturalism. Acknowledging the creative role of dissent, it explores the manner in which public controversies unsettle the religious-secular divide and reshape European norms in the domains of aesthetics, individual freedom, animal rights and law. Developing an innovative conceptual framework and elaborating the notion of controversy as a methodological tool, Islam and Public Controversy in Europe draws our attention to the processes of interaction, confrontation and mutual transformation, thereby opening up a new horizon for rethinking difference and pluralism in Europe. As such, it will appeal to scholars across the social sciences with interests in religion, integration, cultural difference and the public sphere.

"This book takes into view a large variety of Muslim actors who, in recent years, made their entry into the European public sphere. Without excluding the phenomenon of terrorists, it maps the whole field of Muslim visibility. The nine contributions present unpublished ethnographic materials that have been collected between 2003 and 2005. They track down the available space that is open to Muslims in EU member states claiming a visibility of their own. In 2005, twelve cartoons mocking the prophet Mohammed appeared in the Danish newspaper Jyllands-Posten, igniting a political firestorm over demands by some Muslims that the claims of their religious faith take precedence over freedom of expression. Given the explosive reaction from Middle Eastern governments, Muslim clerics, and some Danish politicians, the stage was set for a backlash against Muslims in Denmark. But no such backlash occurred. Paradoxes of Liberal Democracy shows how the majority of ordinary Danish citizens provided a solid wall of support for the rights of their country's growing Muslim minority, drawing a sharp distinction between Muslim immigrants and Islamic fundamentalists and supporting the civil rights of Muslim immigrants as fully as those of fellow Danes—for example, Christian fundamentalists. Building on randomized experiments conducted as part of large, nationally representative opinion surveys, Paradoxes of Liberal Democracy also demonstrates how the moral covenant underpinning the welfare state simultaneously promotes equal treatment for some Muslim immigrants and opens the door to discrimination against others. Revealing the strength of Denmark’s commitment to democratic values, Paradoxes of Liberal Democracy underlines the challenges of inclusion but offers hope to those seeking to reconcile the secular values of liberal democracy and the religious faith of Muslim immigrants in Europe.

This paper summarises the main hypotheses and results of the research on the securitization of Islam. It posits that the securitisation of Islam is not only a speech act but also a policymaking process that affects the making of immigration laws, multicultural policies, antidiscrimination measures and security policies. The paper deconstructs and analyses the premises of such policies as well as their consequences on the civic and political participation of Muslims. The behaviour of Muslims was studied through 50 focus groups conducted in Paris, London, Berlin and Amsterdam over the year 2007-08. The results show a great discrepancy between the assumptions of policy-makers and the political and social reality of Muslims across Europe. The paper presents recommendations to facilitate the greater inclusion of Muslims within European public spheres.

This book analyzes the place of the new Muslim minorities in society within the European Union. The authors explore the root causes of rising tensions and conflict between the new immigrant population and native Europeans over issues of Muslim identity, Islamist doctrines, and Islamophobia. They also provide integration models for the various EU countries and discuss the short- and long-range problems caused by socioeconomic discrimination against Muslims. The book challenges the popular notion of a clash of cultures pitting Muslim and non-Muslim Europeans against one another. The study finds instead vehement conflict among three longstanding European public philosophies: liberalism, nationalism, and postmodernism. The consequential differences of outlook are demonstrated in four policy areas: 1) citizenship requirements, 2) the headscarf debate, 3) mosque-state relations and 4) counter-terrorism. The book reaches three important conclusions. First, Muslim Europeans do not represent a monolithic anti-Western bloc -- a Trojan Horse -- within Europe. They vehemently disagree among themselves but along the same basic liberal, nationalist, and postmodern contours as non-Muslim Europeans. Second, ideological discord significantly contributes to policy "messiness," that is, to inconsistent, contradictory policies. Third, both the discord and the messiness are remarkably similar from one European country to the next, thereby casting doubt on the dominant theory in comparative migration studies that posits distinct national styles such as French republicanism, German ethno-nationalism and British multiculturalism.

To what extent are Muslims in Europe integrated? Muslims are increasingly making themselves noticed in the political process of Europe. But what is happening behind the often sensational headlines? This book looks at the processes and realities of Muslim participation in local and national politics in a range of Eastern and Western European countries: voting patterns in local and national assemblies, membership of elected councils and national parliaments, and the tensions between ethnic, political and religious identities. It also asks how political participation and wider integration issues interrelate and considers how Muslims - as ethnic groups, or through specific institutions - seek to locate themselves within European political society.
