Islam And The European Union

In 2001, the European Consortium of Church and State Research focused its annual meeting on the highly topical issue of the legal position of Muslim communities in the European Union. The present book comprises updated analyses on Belgium, Germany, Greece, Spain, France, Italy, Austria and the United Kingdom. The studies extend from general questions of legal status to specific issues such as building mosques or cemeteries, ritual slaughter, and from language rights to family issues and education, thus providing an in-depth view of the legal framework for a developing European Islam.

The permanent presence of Islam and Muslims is a comparatively recent phenomenon in most countries of the European Union. Over the last few decades many initiatives have been launched by Muslim communities in the European Union to create infrastructural provisions for their religious life, within the existing legal and social frameworks. In fact, all countries of the European Union share the principles of religious freedom and non-discrimination in their respective Constitutions. However, the precise way in which these principles are interpreted and applied to Islam depends largely on the historical traditions concerning the relation between State and Religion, which differ from one country to another. These differences are reflected in recent developments in the communication between the States and their Muslim communities, both at national, regional and municipal levels. They are also reflected in recent developments in legislation and jurisprudence concerning the most essential Islamic core-values, such as dietary laws, the precepts on modest dress, Islamic burial practices and the possibilities to found Islamic cemeteries, as well as the observance of Friday prayers and annual holidays. Looking at the legal position of Islam in the countries of the European Union, the authors of this volume discuss the challenges posed by the presence of Islam to the Western European system of relationships between law and religion. They argue, that these challenges necessitate reforms within the relevant European legislation, but differ as to their precise nature. They also discuss the difficulties of this task, as these adjustments will alter a longstanding balance of rights and privileges recognised by different religious denominations. Legal reforms, however, are not sufficient. The creation of a truly multicultural Europe also necessitates fighting against the negative image of Islam and Muslims (anti-Muslimism or Islamophobia) prevailing in most of its member states.

The permanent presence of Islam and Muslims in the countries of the European Union implies many different forms of intercultural relations at different levels of society, as for instance, between Muslims and other religious or philosophical groups, within the framework of social and health care, in city life and within the sector of education. Furthermore, the relations between Muslim religious authorities and society at large may be seen as forms of intercultural relations. All these types of intercultural relations are influenced by the images fostered by various groups and individuals about the "Others". The chapters comprising of this volume each contribute to the elucidation of some aspects of these processes of intercultural relations. They have been grouped into four main categories: - the image-formation about Islam and Muslims and its impact on their position in the countries of the European Union, especially in the press, in schoolbooks and in local politics; - the intercultural relations between Muslims and other groups and institutions in the countries concerned, as stereotypes and prejudices can exercise a detrimental effect upon intercultural relations within many different sectors of society; - religion and education, and especially the Islamic Religious Education as well as the religiousness of Muslim and non-Muslim pupils; - the religious authorities of the Muslim communities in the countries of the European Union and their contribution to the formation of a "European Islam". In this context special attention is paid to the role Muslim religious authorities play in the discussions concerning political participation by Muslims in the West.

Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'.Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.

Secular Power Europe and Islam argues that secularism is not the central principle of international relations but should be considered as one belief system that influences international politics. Through an exploration of Europe’s secular identity, an identity that is seen erroneously as normative, author Sarah Wolff shows how Islam confronts the EU’s existential anxieties about its security and its secular identity. Islam disrupts Eurocentric assumptions about democracy and revolution and human rights. Through three case studies, Wolff encourages the reader to unpack secularism as a bedrock principle of IR and diplomacy. This book argues that the EU’s interest and diplomacy activities in relation to religion, and to Islam specifically, are shaped by the insistence on a European secular identity that should be reconsidered.

With the process of a 'wider Europe' (EU-Commission President Romano Prodi's 'ring of friends') that extends from Marrakech in Morocco to St Petersburg in Russia gathering speed, the growing rift between Europe and America also is about how to deal politically with the countries of the Mediterranean-Muslim world. The house of Islam (Dar al Islam) was pivotal to the European path to the Renaissance and to the re-discovery of classic Greek philosophy. The Mediterranean policy of the European Union aims at a positive and co-operative relationship with the region. A successful integration of the Mediterranean South would have tremendous and positive repercussions for regional and world peace. World-wide leading experts from the field of world systems analysis, economics, integration theory, political science, theology and area studies, agnostics, Christians, Jews and Muslims alike discuss the issue with European decision makers. The outcome is an interdisciplinary evaluation of this projected export of peace, co-operation, dialogue and stability in the framework of world centre-periphery relationships.
