This book examines ISIS’ media propaganda machine. The book focuses on case studies that have been largely understudied in relation to ISIS’ media production. Empirically, it offers new insights into how ISIS uses its media production to disseminate its extremist ideology by focusing on video games, educational apps, Dark Web sites, and offline billboards. The book argues that despite all the discussion about how ISIS has disappeared or even died, the terrorist group’s daily activities on the Dark Web show that they are still thriving and disseminating their propaganda in more than 20 different languages, and effectively functioning as an international news organization. Using a mixed-method research approach, the book offers a multilayered understanding of media content and fills a major gap in the literature, especially in relation to the use of educational apps and the Dark Web. In recent years, terrorism and radicalization has been a consistent issue that many countries have faced. The Islamic State of Iraq and Syria (ISIS) has been the most recent in a long trail of organizations that have sought to strike terror against the western world. However, ISIS is distinguished from other groups, like Al-Qaeda, in that ISIS supports a complex propaganda machine. Although ISIS is not the first organization to use the social media platform, they are the first to use it with such diversity. The two main channels that ISIS uses to spread their propaganda messages are through social media sites such as Twitter and through online journals such as the Dabiq. Recent research has attempted to determine how recruitment messages are being received and which messages trigger recruitment. It is the goal of this paper to determine which messages are salient, and the psychological constructs that support them. By coding messages for appeals to identity, need for cognitive closure, time pressure, and appeals to ideology, the researchers expect that the two main channels of ISIS propaganda differ in their messages. We hypothesize that Twitter messages will be targeted towards novice ISIS sympathizers, whereas the Dabiq will be focused on already-radicalized individuals who have moved past the introduction of the radical ideology.

This report offers a unique contribution to the literature by examining the Islamic State’s production, dissemination, and evaluation of propaganda in the months running up to its territorial collapse. Focusing primarily on infrastructure concerning security and production, the study examines how the Islamic State cultivated a high degree of operational security, fluidity, and effectiveness. By assessing these trends during a period of existential external and internal pressure, the report demonstrates how the group ensured the continuance of its influence operations. Beyond highlighting the utility of its guiding methodology and the operational value of its findings, this investigation enabled the authors to outline how the Islamic State might traverse the post-proto-state phase of its history. Among other things, the report draws attention to the increasing ascendency of diwan al-amn al-‘am (Directorate of General Security), especially regarding its role in instilling operational opacity, maintaining archives, and managing personnel. Taken altogether, the findings show how the Islamic State sought to navigate through critical trade-offs, such as efficiency and security, particularly in the context of its media operations.

Extremist Propaganda in Social Media: A Threat to Homeland Security presents both an analysis of the impact of propaganda in social media and the rise of extremism in mass society from technological and social perspectives. The book identifies the current phenomenon, what shall be dubbed for purposes of this book "Blisstopian Societies"—characterized in the abiding "ignorance is bliss" principle—whereby a population is complacent and has unquestioning acceptance of a social doctrine without challenge and introspection. In these subcultures, the malleable population self-select social media content, "news," and propaganda delivery mechanisms. By doing so, they expose themselves only to content that motivates, reinforces, and contributes to their isolation, alienation, and self-regulation of the social groups and individuals. In doing this, objective news is dismissed, fake—or news otherwise intended to misinform—reinforces their stereotyped beliefs about society and the world around them. This phenomenon is, unfortunately, not "fake news," but a real threat to which counterterror, intelligence, Homeland Security, law enforcement, the military, and global organizations must be hyper-vigilant of, now and into the foreseeable future.
