Two-fluid dynamics is a challenging subject rich in physics and prac tical applications. Many of the most interesting problems are tied to the loss of stability which is realized in preferential positioning and shaping of the interface, so that interfacial stability is a major player in this drama. Typically, solutions of equations governing the dynamics of two fluids are not uniquely determined by the boundary data and different configurations of flow are compatible with the same data. This is one reason why stability studies are important; we need to know which of the possible solutions are stable to predict what might be observed. When we started our studies in the early 1980's, it was not at all evident that stability theory could actu ally work in the hostile environment of pervasive nonuniqueness. We were pleasantly surprised, even astounded, by the extent to which it does work. There are many simple solutions, called basic flows, which are never stable, but we may always compute growth rates and determine the wavelength and frequency of the unstable mode which grows the fastest. This proce dure appears to work well even in deeply nonlinear regimes where linear theory is not strictly valid, just as Lord Rayleigh showed long ago in his calculation of the size of drops resulting from capillary-induced pinch-off of an inviscid jet.

The fall of the New Order government in 1998 and the political reform that followed posed substantial challenges for Indonesia's bureaucracy to continue fulfilling its mandate. This book analyses the process of bureaucratic reform in the irrigation sector. Using Irrigation Management Transfer policy as the entry point for analysis, it documents and analyses the irrigation bureaucracy’s ability to sustain its power and prominence in the sector’s development, amidst and against national and international pressures for reform. The book argues that bureaucratic reform in the irrigation sector, rather than attempting to change the bureaucracy's functioning in the image of national and global (good) governance perspectives and priorities, should instead focus on linking the irrigation bureaucracy's everyday practice more effectively with farmers’ needs and aspirations. Reform efforts of the past decades show that Indonesia’s irrigation sector development cannot be redirected without the irrigation bureaucracy’s knowledge, experience and cooperation, and without strengthening its downward accountability to farmer-irrigators.

The first edition of New Fibers was enthusiastically received by a worldwide audience and this second edition has provided an opportunity to revise and update its contents and examine new developments since 1990.There have been considerable changes in the nature of the fibers being produced, the production methods and in consumers' values and expectations. Since 1990, the march of high-tech fibers has continued, with an ever increasing sub-division to meet specialised applications, as in high performance, high-function and high-sense fibers.New research and development has produced fibers with high tenacity and modulus to give the super-fibers now used as industrial materials. The more aesthetic and comfortable modern lifestyle has given rise to improved Shin-gosen and it is this springboard that leads on to 'fibers for the next millennium', the subject of a new chapter. Another new chapter examines the resurgence of synthetic cellulosics since 1990, in particular the various solvent-spun fibers of the Lyocell and Tencell families.
