Interpreting Global Norms In Southeast Asia

This book explains how the ASEAN regional human rights body (AICHR) was created and why it functioned with a promotional rather than protection mandate. It does this by positioning itself within a sizable literature on norm diffusion, and introduces the concept of “Norm Interpreters” to explain what happens when global human rights norms are adopted/adapted within a local context, particularly highlighting the role of a group of individuals in the process. In this respect it adds to the International Relations literature on norm diffusion and the Southeast Asian region specific literature on ASEAN regionalism and AICHR.

This book reveals how the idea of human security, combined with other human-centric norms, has been embraced, criticized, modified and diffused in East Asia (ASEAN Plus Three). Once we zoom in to the regional space of East Asia, we can see a kaleidoscopic diversity of human security stakeholders and their values. Asian stakeholders are willing to engage in the cultural interpretation and contextualization of human security, underlining the importance of human dignity in addition to freedom from fear and from want. This dignity element, together with national ownership, may be the most important values added in the Asian version of human security.

Regionalism is of growing relevance to the political economy of Asia-Pacific. In the wake of the Asian financial crisis, this timely volume investigates in four different chapters the dynamics of Asian regionalism during the 1980s and 1990s. Specifically, it focuses on Japanese and Chinese business networks in Northeast and Southeast Asia and the effects of economic, monetary and financial policies on regional cooperation. This book seeks to explain two core paradoxes associated with the Association of Southeast Asian Nations (ASEAN): How have diverse states hung together and stabilized relations in the face of competing interests, divergent preferences, and arguably weak cooperation? How has a group of lesser, self-identified Southeast Asian powers gone beyond its original regional purview to shape the form and content of Asian Pacific and East Asian regionalisms? According to Alice Ba, the answers lie in ASEAN's founding arguments: arguments that were premised on an assumed regional disunity. She demonstrates how these arguments draw critical causal connections that make Southeast Asian regionalism a necessary response to problems, give rise to its defining informality and consensus-seeking process, and also constrain ASEAN's regionalism. Tracing debates about ASEAN's intra- and extra-regional relations over four decades, she argues for a process-driven view of cooperation, sheds light on intervening processes of argument and debate, and highlights interacting material, ideational, and social forces in the construction of regions and regionalisms.

Asia stands out as the world’s most vibrant region, where rivalries and confrontation coincide with increased economic cooperation and community building. This report presents key findings on the strategic landscape in Asia with respect to questions of power, norms, and regional institutions.
