The contributors then present a series of twenty detailed case studies which assess the actual problems and prospects associated with privatization and deregulation policy choices across varied sociopolitical systems and a range of economic sectors. Agribusiness development has been constrained by distorted economic policies and institutional controls in the emerging market economies and in most of the developing countries. In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.

The papers contained in this volume were among those presented at ECSSR's Third Annual Energy Conference, entitled "Privatization and Deregulation in the Gulf Energy Sector," held in Abu Dhabi, October 25-26, 1997. This conference united leading practitioners and scholars in an effort to explore the important micro and macro issues related to the privatization and deregulation of energy sector. Topics related to oil production and refining, gas and electricity production, and their transmission and distribution were discussed. This volume assesses the arguments for and against deregulation of the energy sector and highlights the political, legal, institutional, and resource requirements for successful implementation of a privatization program, drawing on international experience. Indeed, privatization is spreading globally after its small and uncertain beginnings in Britain in the early 1980s. Today, states of the Gulf Co-Operation Council (GCC) are actively examining the possibility of privatizing a number of key industries and infrastructure projects. The ideal route to prosperous and effective privatization programs is for the GCC states to learn from the mistakes of other countries in this field, while emulating the success stories.
