I am very pleased to appear today in support of the International Convention on the Elimination of All Forms of Racial Discrimination. I have a formal statement, which I believe has been distributed. It is particularly appropriate, in our view, that this committee should take up this Convention, since it draws so heavily on the principles and protections developed in this country through many years of struggle in Congress and in the courts. The Convention on the Elimination of All Forms of Racial Discrimination is the centrepiece of international efforts to address racial discrimination, defined in broad terms to include discrimination based on race, colour, descent, or national or ethnic origin. Victims of discrimination within the scope of the Convention include minorities, indigenous peoples, non-citizens, and caste or descent groups.
