At the outset, this book must be viewed as a policy relevant document rather than an abstract historical research paper. The authors have revisited the seemingly intractable India-China border dispute from a contemporary conflict resolution perspective and thus are relatively detached from the historical baggage that has so often influenced other commentaries on this controversial subject. The great natural defensive line of northern India, the mighty Himalayas, separating Tibet from north-east India, is a barrier which, by tradition, was impenetrable. This defensive line is embodied by the 1914 Line, India s non-negotiable interest. Thus, from an Indian perspective, it can never be conceived that its frontiers with China are ever formalized on the Brahmaputra plains. Further, the 1914 alignment, aside from its strategic sanctity, also upholds the ethnic and linguistic affinities to peoples south of it, who are distinct from the homogenous Tibetan or Han people. Similarly, from China s perspective it too is in possession of its non-negotiable interest the Aksai Chin plateau. And therein lies the essence of an east-west swap. By retracing the historical record, the authors argue that such a swap is eminently feasible and historically justifiable. Moreover, realpolitik demands it. From the Indian perspective, however, it should be equally clear that a bipartisan national consensus is imperative for any breakthrough resolution to emerge. It remains to be seen, however, if political managers on both sides are able to muster the necessary will to resolve a dispute that has lasted for more than half-a-century. The book marks the publication of papers presented at a National Seminar on ‘India and China: The way Forward’, organised, by the Chennai Centrefor China Studies (C3S),at Chennai on March16, 2012. The participants included eminent Sinologists in the country representing the academic community, former bureaucrats who covered China as part of their duties, and experts with security and military background. The book is being brought out with the objective of ensuring wider dissemination of their views.

For the last decade, China and India have grown at an amazing rate—particularly considering the greatest downturn in the U.S. and Europe since the Great Depression. As a result, both countries are forecast to have larger economies than the U.S. or EU in the years ahead. Still, in the last year, signs of a slowdown have hit these two giants. Which way will these giants go? And how will that affect the global economy? Any Western corporation, investor, or entrepreneur serious about competing internationally must understand what makes them tick. Unfortunately, many in the West still look at the two Asian giants as monoliths, closely controlled mainly by their national governments. Inside Out, India and China makes clear how and why this notion is outdated. William Antholis—a former White House and State Department official, and the managing director at Brookings—spent five months in India and China, travelling to over 20 states and provinces in both countries. He explored the enormously diversity in business, governance, and culture of these nations, temporarily relocating his entire family to Asia. His travels, research, and interviews with key stakeholders make the unmistakable point that these nations are not the immobile, centrally directed economies and structures of the past. More and more, key policy decisions in India and China are formulated and implemented by local governments—states, provinces, and fast-growing cities. Each nation is as large, vibrant, innovative, diverse, and increasingly decentralized as are the United States, Europe and all of Latin America … combined. China and India each have their own agricultural heartlands, high-tech corridors, resource-rich areas, and powerhouse manufacturing regions. They also have major economic, social, environmental challenges facing them. But few people outside these countries can name those places, or have a mental map of how the local parts of these countries are shaping their global futures. By examinig the mutual misperceptions prevelant among the leadership of both countries at that time, the authors seek deflate the high degree of self-righteousness and charged emotions that have hither to marked discussion on the boundary dispute in both countries. India-China relations are not an all-or-nothing proposition, but a mixed bag of issues with varying degrees of solvability.
