India As A Model For Global Development

India is an emerging market economy, and has been more successful than most other emerging economies. Key to this success are India’s ancient legacy of consensus democracy, non-violence, multi-culturality, tolerance, secularism, and the practical simplicity of economic life inspired by Mahatma Gandhi. Also, vital to India’s present economy is the history of the country since the struggle for Independence began in 1857. India has followed a strikingly distinct route of development from other emerging economies such as South Korea, China, Malaysia, Brazil, and Mexico. While these countries concentrated on manufacturing and exports, India grounded its economy on an integrative domestic system of life. This model is marked by interesting and gradual, but constant, growth with an emphasis on services. Reforms in land-agricultural system, political governance, and financial management have led to a landmark stage of economic progress, with India’s GDP rate higher than many emerging market economies. This volume explores the reasons why India has fared better than other emerging market economies, and whether other countries can take inspiration from this model and rebuild their own countries based on their national resources, cultural heritage, and the capacity to interact globally.

India is emerging as a key player in the development cooperation arena, not only because of the increasing volume and reach of its south-south cooperation but more so because of its leadership and advocacy for the development of a distinctly southern development discourse and knowledge generation. In the Global South, indigenous people have been continuously subjected to top-down, and often violent, processes of post-colonial state and nation building. This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes. As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India’s quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the ‘Kerala model of development’. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis’ changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised. Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people’s struggles. This open access handbook analyses the role of development cooperation in achieving the 2030 Agenda in a global context of 'contested cooperation'.
