Inclusive Electoral Processes

Elections around the world are plagued with the problem of unequal levels of participation. This can have profound consequences for election results, representation and policies. This book focuses on the interventions that can be used to redress the turnout gap and other inequalities within the electoral process. The book defines the concept of inclusive voting practices to refer to policy instruments which can reduce turnout inequality between groups and mitigate other inequalities within the electoral process. Studies from around the world then examine how policies can affect inclusivity on election day. This includes research on enfranchising felons and migrant communities; compulsory voting; voter ID requirements; voter registration practices; investment in electoral management; gendered electoral violence; accessible voting practices; and overseas voting. As a result, this book will be of interest to scholars of democracy, democratic theory and elections, as well as having major policy implications worldwide. The chapters in this book were originally published as a special issue of the journal Policy Studies.

A Handbook for Gender-Inclusive Elections in Commonwealth Africa: Achieving 50:50 by 2030 reviews the systems, legislation and best practice that will need to be implemented and effectively monitored to get more women into politics and help to realise Sustainable Development Goal 5 – achieve gender equality and empower all women and girls.

Concern about the integrity of American elections did not start with Trump's election; flaws in procedures have gradually grown during recent decades. The contemporary "tipping point" that raised public awareness was the 2000 Bush v. Gore Florida count, but, the 2016 campaign and its aftermath clearly worsened several major structural weaknesses. This deepened party polarization over the rules of the game and corroded American trust in the electoral process. Disputes over elections have proliferated on all sides in Trump's America with heated debate about the key problems--whether the risks of electoral fraud, fake news, voter suppression, or Russian interference--and with no consensus about the right solutions. This book illuminates several major challenges observed during the 2016 U.S. elections, focusing upon concern about both the security and inclusiveness of the voter registration process in America. Given the importance of striking the right balance between security and inclusiveness in voter registration, this volume brings together legal scholars, political scientists, and electoral assistance practitioners to provide new evidence-based insights and policy-relevant recommendations.

This new and revised edition of the 2006 International IDEA Handbook includes updated country-level data and case studies and significantly expanded sections on the role of gender, professional development and technology in elections.

This paper is one of a series being prepared for the National Research Council's Committee on International Conflict Resolution. The committee was organized in late 1995 to respond to a growing need for prevention, management, and resolution of violent conflict in the international arena, a concern about the changing nature and context of such conflict in the post-Cold War era, and a recent expansion of knowledge in the field. The committee's main goal is to advance the practice of conflict resolution by using the methods and critical attitude of science to examine the effectiveness of various techniques and concepts that have been advanced for preventing, managing, and resolving international conflicts. The committee's research agenda has been designed to supplement the work of other groups, particularly the Carnegie Corporation of New York's Commission on Preventing Deadly Conflict, which issued its final report in December 1997. The committee has identified a number of specific techniques and concepts of current interest to policy practitioners and has asked leading specialists on each one to carefully review and analyze available knowledge and to summarize what is known about the conditions under which each is or is not effective. These papers present the results of their work.

Today a general mood of pessimism surrounds Western efforts to strengthen elections and democracy abroad. If elections are often deeply flawed or even broken in many countries around the world, can anything be done to fix them? To counter the prevailing ethos, Pippa Norris presents new evidence for why programs of international electoral assistance work. She evaluates the effectiveness of several practical remedies, including efforts designed to reform electoral laws, strengthen women's representation, build effective electoral management bodies, promote balanced campaign communications, regulate political money, and improve voter registration. Pippa Norris argues that it would be a tragedy to undermine progress by withdrawing from international engagement. Instead, the international community needs to learn the lessons of what works best to strengthen electoral integrity, to focus activities and resources upon the most effective programs, and to innovate after a quarter century of efforts to strengthen electoral integrity.

In the midst of the extraordinary challenges and uncertainty stemming from COVID-19, decision-makers are under increasing pressure to determine how to manage the pandemic’s immediate impact on, and consequences for, the timing and sequencing of elections. These decisions cannot be taken lightly, as they could jeopardize public health and shape the state of democracy in their countries, states or territories for years to come. The COVID-19 pandemic has rapidly challenged elections, making new and pressing demands on how they are managed. The main public health threat associated with elections arises from the requirement for voters to cast their ballots in person at a polling station, most often on a single day. Having to converge to polling stations and handle voting materials that have been touched by many others, while being confined in crowded spaces where maintaining a safe distance from others may be difficult has suddenly become a new challenge. By devising timely, appropriate and sustainable solutions, drawn from own or others’ experience, electoral democracy frameworks can be gradually strengthened to withstand undue pressure.
