1839 report of the Committee of Privileges and Elections regarding a petition of Edward P. Scott, claiming a right to the Senate seat of Brunswick, Dinwiddie and Greensville Counties and the ability of the governor to call for an election following James Mallory's resignation from this same seat during the committee's investigation. After review, the committee resolved that the governor did not have the authorization to call for an election, nor did Scott have sufficient votes; therefore, the seat was declared vacant, and a writ of election would be issued by the Speaker of the Senate. Includes a substitute proposed by Mr. Nash.
