Implementation Of The Clean Development Mechanism In Asia And The Pacific

The Clean Development Mechanism (CDM) is one of the three 'flexibility' measures set out in the Kyoto Protocol designed to help promote collective sustainable development and to reduce emissions of greenhouse gases (GHG), in order to address the challenges of climate change and global warming. The CDM is a mechanism for promoting technology transfer and investment from developed countries to developing countries for projects to reduce GHG emissions in return for 'certified emission reductions' (CERs) which can be credited against national emission reduction targets. This publication examines CDM implementation in the Asia and Pacific region, particularly in metropolitan cities.

This publication provides insights on deliberations regarding the Clean Development Mechanism (CDM) transition and implications for Asia and the Pacific. With the Article 6 Rulebook expected to be finalized at the 26th Conference of Parties in Glasgow, the Asian Development Bank hopes this publication can increase knowledge and understanding of the CDM transition along with its relevance to economies in the region. It is also intended to help stakeholders from Asia and the Pacific become better prepared to contribute to the finalization of the Article 6 Rulebook and move toward operationalizing Article 6 of the Paris Agreement.

ADB’s Pacific Climate Change Program will address climate change–related technical and financing needs and support the planning and implementation of the climate responsive national development plans of Pacific developing member countries. Using innovative financing mechanisms, the program will build on and enhance efforts to-date by a variety of development partners, and will work with regional and national agencies and local communities to create and promote knowledge, skills, and practices in climate change–related fields.

This guide has been published by the United Nations Economic and Social Commission for Asia and the Pacific to draw attention of the local administrations and Governments in order to explain generally what the Kyoto Protocol and clean development mechanism scheme consists of; identify the environmental, social and financial benefits associated with the development of a clean development mechanism project from their existing municipal solid waste disposal site and assess whether a disposal site meets the basic technical and economic feasibility criteria.

The Clean Development Mechanism (CDM), a market mechanism under the Kyoto Protocol, has been successful in supporting mitigation actions through carbon inance. With nearly 7,700 projects and 290 Program of Activities registered by the CDM Executive Board, the CDM allows GHG emission reduction projects in developing countries to generate Certiied Emission Reductions which can be used to ofset mandatory or voluntary emission reduction targets. It however requires a robust monitoring, reporting, and veriication (MRV) to ensure social and environmental integrity of such projects and the emissions reductions thereof. This MRV manual is intended to assist CDM project developers in understanding and managing the MRV requirements and process of their CDM projects in a simple step-by-step manner with the help of real examples and practical tips. While this MRV manual has been developed primarily to assist CDM project developers, it also aspires to be of help for projects participating in other existing and emerging market mechanisms. These may include bilateral mechanisms; voluntary carbon markets; regional, national, and subnational carbon markets; and any of the cooperative approaches and new market mechanism for the post-2020 carbon markets consequent to the Paris Agreement adopted at COP21 in December 2015. As carbon markets in the region evolve beyond CDM, there is a strong need to maintain and further build institutional capacities to ensure growth and enhanced efectivity of carbon markets---and this MRV manual is an efort in that direction.

This publication presents a snapshot of the Asian Development Bank's (ADB) environmental strategies, programs, initiatives, partnerships, and a range of activities that demonstrate ADB's commitment to support environmentally sustainable growth in Asia and the Pacific---a strategic agenda of ADB's Strategy 2020. The report highlights innovations designed in selected ADB-supported projects with environmental sustainability as a theme that were approved in 2008–2010. It also discusses the emerging environmental challenges in the region, and previews ADB's strategies to strengthen its operational emphasis on the environment, including climate change, that would help realize green growth in Asia and the Pacific.

Asia and the Pacific is home to more than 60% of the world's population and 62% of the global economic output. But the region still faces enormous development challenges and with economic growth, it has become a major source of greenhouse gas (GHG) emissions. This has exposed Asia and the Pacific to the impacts of climate change, threatening to undo the development gains from economic prosperity over the past decades. This report reflects how Clean Development Mechanism projects supported by the Future Carbon Fund not only reduce GHG emissions but deliver social, environmental, and economic co-benefits contributing to sustainable development in the region. This report also presents qualitative and quantitative analysis of these co-benefits.

Under the auspices of the Second Annual Asia–Pacific Dialogue on Clean Energy Governance, Policy, and Regulation, the Special Roundtable to Develop a Regional Plan of Action for Clean Energy Governance, Policy, and Regulation was held on 24 June 2011 at the Asian Development Bank. This publication provides (i) overviews of the key development strategies on clean energy policy and regulatory priorities for Asia and the Pacific discussed during the roundtable, and (ii) discussions and commitments that can guide stakeholders in understanding the region’s capacity building needs; and presents ideas for better clean energy implementation strategies within their own jurisdictions.

This document reviews the progress towards the implementation of Agenda 21 in the Asian and Pacific region, and identifies key policy issues in preparation for the World Summit on Sustainable Development to be held in Johannesburg in September 2002.
