Agricultural yields have increased steadily in the last half century, particularly since the Green Revolution. At the same time, inflation-adjusted agricultural commodity prices have been trending downward as increases in supply outpace the growth of demand. Recent severe weather events, biofuel mandates, and a switch toward a more meat-heavy diet in emerging economies have nevertheless boosted commodity prices. Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. Among the topics studied are genetically modified crops; changing climatic factors; farm production responses to government regulations including crop insurance, transport subsidies, and electricity subsidies for groundwater extraction; and the role of specific farm practices such as crop diversification, disease management, and water-saving methods. This research provides new evidence that technological as well as policy choices influence agricultural productivity.

This paper employs a stochastic frontier approach to examine how climate change and extreme weather affect U.S. agricultural productivity using 1940-1970 historical weather data (mean and variation) as the norm. We have four major findings. First, using temperature humidity index (THI) load and Oury index for the period 1960-2010 we find each state has experienced different patterns of climate change in the past half century, with some states incurring drier and warmer conditions than others. Second, the higher the THI load (more heat waves) and the lower the Oury index (much drier) will tend to lower a state's productivity. Third, the impacts of THI load shock and Oury index shock variables (deviations from historical norm fluctuations) on productivity are more robust than the level of THI and Oury index variables across specifications. Fourth, we project potential impacts of climate change and extreme weather on U.S. regional productivity based on the estimates. We find that the same degree changes in temperature or precipitation will have uneven impacts on regional productivities, with Delta, Northeast, and Southeast regions incurring much greater effects than other regions, using 2000-2010 as the reference period.

Agriculture in the United States produces approximately $300 billion a year in commodities with livestock accounting for roughly half the value. Production of these commodities is vulnerable to climate change through the direct (i.e., abiotic) effects of changing climate conditions on crop and livestock development and yield (e.g., changes in temperature or precipitation), as well as through the indirect (i.e., biotic) effects arising from changes in the severity of pest pressures, availability of pollination services, and performance of other ecosystem services that affect agricultural productivity. Thus, U.S. agriculture exists as a complex web of interactions between agricultural productivity, ecosystem services, and climate change. Climate change poses unprecedented challenges to U.S. agriculture because of the sensitivity of agricultural productivity and costs to changing climate conditions. Adaptive action offers the potential to manage the effects of climate change by altering patterns of agricultural activity to capitalize on emerging opportunities while minimizing the costs associated with negative effects. The aggregate effects of climate change will ultimately depend on a complex web of adaptive responses to local climate stressors. These adaptive responses may range from farmers adjusting planting patterns and soil management practices in response to more variable weather patterns, to seed producers investing in the development of drought-tolerant varieties, to increased demand for Federal risk management programs, to adjustments in international trade as nations respond to food security concerns. Potential adaptive behavior can occur at multiple levels in a highly diverse international agricultural system including production, consumption, education, research, services, and governance. Understanding the complexity of such interactions is critical for developing effective adaptive strategies.

Effects of Climate Change and Viarability on the Agricultural Production Systems provides an integrated assessment of global climate change's impact on agriculture at the farm level, in the context of farm level adaptation decisions. Ten agricultural areas in the Upper Midwest region - the heart of the United States' corn belt - were subjected to climate change and changing climate variability scenarios through simulations of future climate using results from general circulation models. Crop growth models, calibrated to the study sites, were used to simulate yields under varying climate conditions. Farm level production and economic analyses were performed to determine what adaptation strategies might be best utilized to maintain production and profitability for producers under conditions of global climate change and changing climate variability. Similar integrated analyses from Australia and Argentina provide comparisons from different regions.
