The IFPRI South Asia Office (SAO) in New Delhi engages in evidence-based policy research and capacity-building activities related to food and nutrition security in the region. This research focuses on agricultural diversification, climate change, markets and trade, nutrition and health, science and technology, and governance.

Two years after the onset of the COVID-19 pandemic, the health, economic, and social disruptions caused by this global crisis continue to evolve. The impacts of the pandemic are likely to endure for years to come, with poor, marginalized, and vulnerable groups the most affected. In COVID-19 & Global Food Security: Two Years Later, the editors bring together contributions from new IFPRI research, blogs, and the CGIAR COVID-19 Hub to examine the pandemic’s effects on poverty, food security, nutrition, and health around the world. This volume presents key lessons learned on food security and food system resilience in 2020 and 2021 and assesses the effectiveness of policy responses to the crisis. Looking forward, the authors consider how the pandemic experience can inform both recovery and longer-term efforts to build more resilient food systems.

The International Food Policy Research Institute's (IFPRI) South Asia Initiative website contains information on its projects and programs. The Initiative focuses upon formation of the Policy Analysis and Advisory Network for South Asia (PAANSA) to create synergy among agricultural policymakers, advisors, and analysts in South Asia for more effective policy dialogue; applied research on critical policy issues facing the food, agriculture, and natural resource sectors of the region; and strengthening local capacity to carry out applied policy research through collaborative research, training and exchange programs with local institutions, NGOs, and the private sector. Food systems are at a critical juncture—they are evolving quickly to meet growing and changing demand but are not serving everyone’s needs. Building more inclusive food systems can bring a wide range of economic and development benefits to all people, especially the poor and disadvantaged. IFPRI’s 2020 Global Food Policy Report examines the policies and investments and the growing range of tools and technologies that can promote inclusion. Chapters examine the imperative of inclusion, challenges faced by smallholders, youth, women, and conflict-affected people, and the opportunities offered by expanding agrifood value chains and national food system transformations. Critical questions addressed include: How can inclusive food systems help break the intergenerational cycle of poverty and malnutrition? \What can be done to strengthen the midstream of food value chains to improve rural access to jobs, markets, and services? Will Africa’s food systems generate sufficient jobs for the growing youth population? How can women be empowered within food system processes, from household decisions to policymaking? Can refugees and other conflict-affected people be integrated into food systems to help them rebuild their lives? How can national food system transformations contribute to greater dietary diversity, food safety, and food quality for all? Regional sections look at how inclusion can be improved around the world in 2020 and beyond. The report also presents interesting trends revealed by IFPRI’s food policy indicators and datasets.

To improve their well-being, the poor in developing countries have used both collective action through formal and informal groups and property rights to natural resources. Collective Action and Property Rights for Poverty Reduction: Insights from Africa and Asia examines how these two types of institutions, separately and together, influence quality of life and how they can be strengthened to improve the livelihoods of the rural poor. The product of a global research study by the Systemwide Program on Collective Action and Property Rights (CAPRi) of the Consultative Group on International Agricultural Research, this book draws on case studies from East Africa and South and Southeast Asia to investigate how collective action and property rights have contributed to poverty reduction. The book extends the analysis of these institutions beyond their frequently studied role in natural resource management by also examining how they can reduce vulnerability to different types of shocks. Essays in the volume identify opportunities and risks present in the institutions of collective action and property rights. For example, property rights to natural resources can offer a variety of advantages, providing individuals and groups not only with benefits and incomes but also with assets that can counter the negative effects of shocks such as drought, and can make collective action easier. The authors also demonstrate that collective action has the potential to reduce poverty if it includes more vulnerable groups such as women, ethnic minorities, and the very poor. Preventing exclusion of these often-marginalized groups and guaranteeing genuinely inclusive collective action might require special rules and policies. Another danger to the poor is the capture of property rights by elites, which can be the result of privatization and decentralization policies; case studies and analysis identify actions to prevent such elite capture.

Agricultural mechanization in Africa south of the Sahara - especially for small farms and businesses - requires a new paradigm to meet the needs of the continent's evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The book's recommendations and insights should be useful to national policymakers and the development community, who can adapt this knowledge to local contexts and use it as a foundation for further research.

This book addresses some key strategic questions related to agriculture in the context of major contemporary developments and emerging challenges in Nepal such as the changing role of agriculture with economic growth, structural transformation in reducing poverty, improving nutritional outcomes, and addressing the challenges of climate change. The book also suggests policy measures to improve the delivery of critical inputs and services and ensure the participation of marginal and smallholders in high-value chains. Further, it discusses how the new federal system and governance structure will affect the delivery of agricultural technology and services. The book is divided into five parts. Part I discusses macro-issues in the agriculture sector, while Part II focuses on agricultural productivity growth and its main drivers. The third part explores diversification in the agricultural and non-agricultural sectors by farmers and other rural people for livelihood improvement, while the fourth part deals with agricultural trade and marketing issues, highlighting policy implications and recommendations in the areas of immediate focus and further research. Lastly, Part V addresses institutions and governance issues, which are vital for agricultural development. In the final chapter, the editors summarize and synthesize the book’s main findings and develop a policy agenda for addressing the many challenges faced by the agriculture sector in Nepal, so as to make it more productive, competitive, sustainable, and inclusive. The perception of Ethiopia projected in the media is often one of chronic poverty and hunger, but this bleak assessment does not accurately reflect most of the country today. Ethiopia encompasses a wide variety of agroecologies and peoples. Its agriculture sector, economy, and food security status are equally complex. In fact, since 2001 the per capita income in certain rural areas has risen by more than 50 percent, and crop yields and availability have also increased. Higher investments in roads and mobile phone technology have led to improved infrastructure and thereby greater access to markets, commodities, services, and information. In Food and Agriculture in Ethiopia: Progress and Policy Challenges, Paul Dorosh and Shahidur Rashid, along with other experts, tell the story of Ethiopia's political, economic, and agricultural transformation. The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme aims to provide income support to farmers to facilitate timely access to inputs by easing their liquidity needs. This study, based on 1,406 farmers of Uttar Pradesh and using a binary choice model, examines the scheme’s targeting accuracy and the correlates of farmers’ spending patterns. Triple difference with matching estimators are used to identify the differential impact of PM-KISAN on Krishi Vigyan Kendras (farm science centers, or KVKs) beneficiaries. Results show that PM-KISAN reached to one-third of all the farmers in the first three months of its implementation. Moreover, the study finds no selection bias based on social, economic and agricultural characteristics. The scheme has significantly helped those who are relatively more dependent on agriculture and have poor access to credit. Moreover, scheme has significantly stimulated the KVK ’s impact on the adoption of modern cultivars.
