They argue that it is key to move beyond the primarily normative debate about the rights or wrongs of autonomous regions on the basis of cultural concerns, instead focusing on understanding what makes autonomy function successfully.

Non-territorial autonomy (NTA) is a statecraft tool that is increasingly gaining importance in societies seeking to accommodate demands by ethno-cultural groups for a voice in cultural affairs important to the protection and preservation of their identity, such as language, education, and religion. As states recognize the specific rights of identity minorities in multicultural and multi-ethnic societies, they are faced with a need to improve their diversity management regimes. NTA offers policy-makers a range of options for institutional design adaptable to specific circumstances and historical legacies. It devolves degrees of power through legal frameworks and institutions in specific areas of ethno-cultural life, while maintaining social unity at the core level of society. Throughout Europe and North America, NTA exists and is implemented at a state, regional, and local level. Much has been written about the concept of autonomy and its usage as a statecraft tool in states facing regional division, but little literature addresses its non-territorial institutional and public administration functions. This edited volume seeks to fill this gap. Managing Diversity through Non-Territorial Autonomy: Assessing Advantages, Deficiencies, and Risks, carves a space for contextual knowledge production on NTA in law, as well as social and political sciences. Contextual knowledge involves a description of institutions and their functionality as well as of the institutional and legal frames protecting these. What are the institutions, bodies, and functions that ethno-cultural groups can draw on when seeking to have a voice over their own affairs, as well as over issues in society related to their identity production? How are these entities incorporated and empowered to have a voice? What degree of voice do they have, and how are they designed to project this voice? Thus, contextual knowledge also involves critical assessment and risk analysis as well as penetrating insights as to the unintended consequences and hidden agendas that may inform NTA policies. This volume is to provide both policy-makers and ethno-cultural groups with a tool-kit that promotes social cohesion while respecting diversity. This is the first volume in a series of five which will examine the protection and representation of minorities through non-territorial means.

Territorial pluralism is a form of political autonomy designed to accommodate national, ethnic, or linguistic differences within a state. It has the potential to provide for the peaceful, democratic, and just management of difference. But given traditional concerns about state sovereignty, nation-building, and unity, how realistic is it to expect that a state’s authorities will agree to recognize and empower distinct substate communities? Territorial Pluralism answers this question by examining a wide variety of cases, including developing and industrialized states and democratic and authoritarian regimes. Drawing on examples of both success and failure, contributors analyze specific cases to understand the kinds of institutions that emerge in response to demands for territorial pluralism, as well as their political effects. With identity conflicts continuing to have a major impact on politics around the globe, they argue that territorial pluralism remains a legitimate and effective means for managing difference in multinational states.

This book explores how regional political parties use Europe to advance their territorial projects in times of rapid state restructuring. It examines the ways in which decentralization and supranational integration have encouraged regional parties to pursue their strategies across multiple territorial levels. This book constitutes the first attempt to unravel the complexities of how nationalist and statewide parties manoeuvre around the twin issues of European integration and decentralization, and exploit the shifting linkages within multi-level political systems. In a detailed comparative examination of three cases – Scotland, Bavaria and Sardinia – over a thirty-year period, the book explores how integration has altered the nature of territorial party competition and identifies the limits of Europe for territorial projects. In addressing these issues, this work moves beyond present scholarship on multi-level governance to explain the diversity of regional responses to Europe. By providing important new insights and empirical research on the conduct of territorial party politics, and an innovative model of territorial mobilization in Europe, this book will be of great interest to students and scholars of comparative politics, European studies, regionalism and federalism, political parties and devolution.

Ethnic inequalities in divided societies can exacerbate social divisions and lead to conflict. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia’s ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.
