Providing shelter after a disaster is recognised as one of the most complex areas of humanitarian relief and recovery. Some aid agencies have stopped providing shelter altogether after bad experiences, while those that do quickly become engaged in challenges that go far beyond the provision of structures alone. Yet with the number and severity of disasters set to increase, due to climate change and rapid urban growth, the need for approaches that work has never been greater. This book explores the issues in three parts. The first, Practice, looks at lessons from past efforts. Part two, Process, proposes practical and effective people-centred approaches. Part three considers currently neglected issues such as disability, human rights and urban-oriented approaches. Through practical case studies and academic research, Beyond Shelter after Disaster critiques past methods and explores future options for improving practice in one of the most complex areas of post disaster relief and recovery. This book was originally published as a special issue in Environmental Hazards: Human and Policy Dimensions.

The main focus of this book is to help better understand the multidimensionality and complexity of population displacement and the role that reconstruction and recovery knowledge and practice play in this regard. According to the UN Refugee Agency (UNHCR), the total number of people forcibly displaced due to wars and conflicts, disasters, and climate change worldwide, exceeded 66 million in 2016. Many of these displaced populations may never be able to go back and rebuild their houses, communities, and businesses. This text brings together recovery and reconstruction professionals, researchers, and policy makers to examine how displaced populations can rebuild their lives in new locations and recover from disasters that have impacted their livelihoods, and communities. This book provides readers with an understanding of how disaster recovery and reconstruction knowledge and practice can contribute to the recovery and reconstruction of displaced and refugee populations. This book will appeal to students, researchers, and professionals working in the field.

Earthquakes come without warming, and often cause massive devastation, resulting not only in the loss of property but also of lives. Many of the survivors suffer from intense and lasting psychological trauma. This book covers the experience of recent earthquakes in India, and what has been learnt (and what we have failed to learn) in the process of managing the aftermath in each case. This includes immediate medical attention, long-term mental health care, and the reconstruction of housing and infrastructure in both rural and urban areas. The experiences of the contributors, many of whom have actively contributed their expertise to disaster management and recovery, help us understand what problems require a swift response and which aspects should be based on detailed analyses keeping in mind local conditions. Reconstruction is seen as offering an opportunity to rebuild society such that all sections of the population are empowered and brought into the community’s decision-making process. It is also an opportunity to develop construction techniques that are suited to local materials and skills but are also more earthquake-resistant than the old. And finally, there is the realisation that the best first responders are local community groups which need to be nurtured, and trained in crisis management and risk mitigation.

This handbook addresses three areas of concern for the museum administrator concerning the protection of historic buildings, monuments, and archaeological sites located in seismic areas. It proposes pre-disaster measures such as taking accurate and complete documentation (photogrammetry is discussed in one of the 13 appendixes), risk awareness, planning, maintenance and inspections, etc. Second, when an earthquake strikes, the immediate emergency steps necessary to protect life and property are indicated; and after the earthquake, the strengthening of valuable cultural property (based on the Modified Mercalli Intensity Scale, also in an appendix) should be included in the general program of prevention maintenance along with the repairs discussed in detail applicable to each architectural element, and to the site as a whole.

With accelerating change towards globalisation, the efficacy of design solutions not embedded within regional culture has been prone to failure - technically, socially and economically. Environmental problems and questions surrounding how to achieve a sustainable built environment are now posing urgent challenges to built environment practitioners and researcher. However, international cooperation in setting targets and standards as well as an increasing exchange of environmental information and practices present designers, clients and occupants with new problems that comprise local needs and the built environment. This book addresses the role regional culture play in the successful (or otherwise) process of exchanging and adapting environmental practices and standards in the built environment. Using the specific case of the design of environmentally sound buildings, the book identifies a number of issues from different perspectives: The conflict between regionally appropriate environmental building practices within a global technical and economic context. How human, social and cultural expectations limit technological advances and performance improvements. To what extent information on environmentally progressive buildings can be transferred across cultures without compromising regional and local practices. Which ideas travel successfully between regions – generic principles, specific ideas or specific solutions? How the idea of regional identity is being redefined as the process of globalisation both widens and accelerates.

This handbook is designed to guide public sector managers and development practitioners through the process of large-scale housing reconstruction after major disasters, based on the experiences of recent reconstruction programs in Aceh (Indonesia), Sri Lanka, Pakistan, Gujarat (India) and Bam (Iran).
