Although late to industrialize, East Asia has witnessed rapid development whilst maintaining some of the highest educational enrollment rates and indicators of academic achievement globally. From major players, such as China, to small city-states, such as Singapore, economic success and the growth of education have seemingly unfolded simultaneously. This book seeks to better understand the relationship between these powerful economies and their commitment to educational expansion. Exploring the universalization of upper secondary schooling, it assesses the social foundations of the region’s economic development. Chapters covering each of the countries of East Asia trace how upper secondary school functions as the support for the mass manufacturing labor force, which has been instrumental in East Asian economic expansion. These analyses then compare the experiences of the different nations along two major axes: the relationship between public and private provision and the balance between general and vocational tracks. This book discusses mass higher education development in East Asian countries by means of three main issues: the strategy for higher education development; the way professors and students in the region are experiencing the rapid developments; and the challenges imposed by mass higher education. These challenges include the quality of education as well as structural changes in the rapidly developing systems, funding sources for supporting mass higher education, and job markets for college graduates. Part I discusses how the East Asian countries have accomplished or are in the process of accomplishing the rapid development of higher education. Japan, Korea, China, Taiwan, Malaysia, Singapore, and Hong Kong serve as case studies of mass higher education in the region. The case studies introduce and discuss national strategies to develop higher education, funding sources and mechanisms, and initiatives to assure quality of education in a period of rapid growth. The author seeks to broaden our understanding of the determinants of student achievement among East Asian economies using the TIMSS-R data set and, in the process, to remedy some of the ambiguities in the literature to date. These ambiguities are frequently due to the sparseness of detailed data on students, teachers, and schools. The TIMSS-R data set offers detailed information on these variables, which is not typically available from other sources, allowing the author to isolate the impact of various factors affecting student achievement, while controlling for specific characteristics of the students, teachers, and schools surveyed. The results indicate that the most consistent factors affecting student performance are characteristics associated with students (innate abilities and home resources). Moreover, the author does not find any consistent relationship between the performance of students and school resources or teacher autonomy, both of which are often advocated in the discussion of education reform.

This book offers a comprehensive picture of high-performing East Asian education systems, beyond their outstanding achievements in international assessments, such as PISA and TIMSS. Situating “excellence” within discussions of “equity”, it contextualises the conceptions and pursuits of equity amid the development of education systems, policy and curricula in selected East Asian societies. While parallels could be observed across the systems, including high-stakes assessment culture, increasing credentialism and high investment of family educational resources, there are also divergences in approaches and outcomes relating to equity policies and practices. In light of the challenges presented by low fertility rates, ageing populations, migration, and the economic demands of the 21st century, the book addresses these systems’ attempts to cater to further diversified student populations and maintain equity in excellence.
