This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions.

All societies depend on biodiversity and biological resources, and policy makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisio.

This OECD Handbook shows how public policy in the form of market creation can be used to internalise the loss of biodiversity. It promotes the use of markets to ensure that our collective preferences for conservation and sustainable use are reflected in economic outcomes.

In this volume of the TEEB (The Economics of Ecosystems and Biodiversity) publication series, the key concepts of the project are applied to local and regional policy and public management. The aim is to show that by taking nature's benefits into account, decision makers can promote local development to ensure human well-being and economic growth and stability, while maintaining environmental sustainability. The book explores the potential for local development provided by an approach based on nature. It offers examples of successful implementation of this approach from across the world, highlighting the importance of local decision making in management and planning. It provides tools and practical guidance for reform, and throughout the volume the economic benefits of environmental consideration at a local level are expounded. This book is intended to offer inspiration and practical suggestions for the improvement and sustainable management of the environment and human well-being. The local aspect of this book complements the focus of the previous three volumes, completing the set to provide a comprehensive approach to simultaneously improving and maintaining economic and environmental stability, as well as human well-being.

This book is designed to help policy makers put together strategies for anticipating distributive impacts of biodiversity policy across different groups; and for selecting processes and instruments that manage distributive impacts without compromising conservation and use objectives.

The increasing demand for rural land and its natural resources is creating competition and conflicts. Many interested parties, including farmers, nature conservationists, rural residents and tourists, compete for the same space. Especially in densely populated areas, agriculture, recreation, urban and suburban growth and infrastructure development exert a constant pressure on rural areas. Because land is a finite resource, spatial policies which are formulated and implemented to increase the area allocated to one use imply a decrease in land available for other uses. As a result, at many locations, multi-purpose land use is becoming increasingly important. This notion of multi-purpose land use is reflected in the term 'multifunctionality'.This volume provides insights into viable strategies of sustainable management practices allowing multiple functions sustained by agriculture and natural resources in rural areas. It shows how the rural economy and policies can balance and cope with these competing demands and includes numerous case studies from Europe, North America and developing countries.

The ecosystem approach embodies a concept of the environment which emphasizes the integrated components of nature as complex adaptive systems. This book examines the relationship between the architecture and design of environmental law and the implementation of the ecosystem approach as a means to maintain ecological integrity. The main issue addressed is: in which manner and to what extent does fragmentation and administrative discretion in environmental law impede the implementation of an ecosystem approach? This is explored through analysis of several questions: what is an ecosystem approach and how could it be implemented; how can economic evaluation of ecosystem services contribute to the debate; to what extent is environmental law fragmented and how does this affect the implementation of the ecosystem approach; to what extent does environmental law contain administrative discretion and how does this affect the implementation of the ecosystem approach; is there a need for greater consistency, coherence and a stronger rule of law in environmental law in light of the ecosystem approach? The main focus is on Europe, with additional international comparisons where appropriate. The book concludes by providing a normative portrayal of future environmental law as protective, systemic and predictable.

Agriculture increasingly faces the challenge of balancing its multiple functions in a sustainable way. Integrated assessment and modelling (IAM) can provide insight into the potential impacts of policy changes. However, concepts to address the wide range of issues and functions typical for agriculture are still scarce. Environmental and Agricultural Modelling reviews and presents our current understanding of integrated and working tools to assess and compute, ex-ante, alternative agricultural and environmental policy options, allowing: 1. Analysis at the full range of scales (farm to European Union and global) whilst focusing on the most important issues emerging at each scale; 2. Analysis of the environmental, economic and social contributions of agricultural systems towards sustainable rural development and rural viability; 3. Analysis of a broad range of issues and agents of change, such as climate change, environmental policies, rural development options, effects of an enlarging EU, international competition, and effects on developing countries.
