Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Annotation "In recent years, the countries of the Europe and Central Asia (ECA) Region have experienced a marked decline in the interest of international private operators and investors in municipal infrastructure projects, in line with the trend experienced in other emerging markets. The objective of this paper is to explore the possible innovative elements of a Public-Private Partnership (PPP) in an effort to rekindle the sagging private finance interest in municipal infrastructure in the ECA Region. The contemplated PPP model would involve government, municipalities, Local Infrastructure Investment Trusts, private equity funds and/or turnaround advisors, and International Financial Institutions."

Since its modest beginning in the 1970s, the academic and research focus on energy has grown substantially and energy has established itself as an independent, interdisciplinary subject area. It attracts attention from people in a range of different fields including engineers, scientists, geologists, environmentalists, bankers, investors, policy makers and politicians. Energy Economics introduces the basic concepts of energy economics and explains how simple economic tools can be used to analyse contemporary energy issues. Energy Economics is organised into six parts that give the reader a thorough grounding in various key aspects of the subject: basic demand-related concepts and ideas used in energy economics; supply-side economics; energy markets, with specific emphasis on oil, gas and coal; the application of simple economic principles in analysing contemporary energy issues; environmental aspects of energy use; and regulatory and governance issues. Energy Economics is an easily accessible reference book for students of energy economics at the postgraduate level, as well as for a wider interdisciplinary audience. It provides readers with the skills required to understand and analyse complex energy issues from an economic perspective.

China is the world?s second largest consumer of commercial energy and is therefore a significant contributor to atmospheric pollution. It is becoming a major player in global and regional markets for energy products, services and investment. This book provides an overview of the formulation and implementation of energy policy in China. Part One provides background information on China?s energy sector. Part Two examines the nature of China?s energy policy and of the policy-making process, with examples drawn from the coal and natural gas sectors, as well as from the government?s drive to promote energy conservation and energy efficiency. Part Three focuses on recent efforts to reform the energy sector in China and to regulate it more effectively, paying particular attention to the electrical power sector and to small-scale coal mines. Part Four evaluates, from the perspective of the citizen, policy relating to the electrical power sector and to the closure of small-scale coal mines. Part Five addresses the international dimensions of China?s energy policy, with accounts of both inward and outward investment, and of the international political implications. About the author: Dr Philip Andrews-Speed is Director of the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee, Scotland. He spent fourteen years as a geologist in the international mining and petroleum industries before coming to the Centre in 1994, gaining an LLM in Energy Law and Policy, and joining the academic staff.
