Governance In South Southeast And East Asia

This book explores and analyzes governance and policy issues in South, Southeast, and East Asia. It maps governance challenges and analyzes current trends from the perspectives of democracy, public policy, and public institutions. Regional public administration and governance systems have undergone some phenomenal changes over the last three decades and have played a key role in the economic progress of the area, especially in the Southeast and East Asian nations. Rich with country-specific evidence and analyses, the chapters in the book apply empirical and other research methods to examine shifting paradigms and best practices. This book develops an understanding of changes in the forms, process and practices of governance, both within the context of each nation and in a comparative perspective. The book will appeal to scholars, academics, students, and practitioners of public administration, political science, and policy issues.

The threats the world currently faces extend beyond traditional problems such as major power competition, interstate conflict, and nuclear proliferation. Non-traditional security challenges such as climate change, migration, and natural disasters surpass states’ capacity to address them. These limitations have led to the proliferation of other actors—regional and international organizations, transnational networks, local and international nongovernmental organizations—that fill the gaps when states’ responses are lacking and provide security in places where there is none. In this book, Mely Caballero-Anthony examines how non-traditional security challenges have changed state behavior and security practices in Southeast Asia and the wider East Asia region. Referencing the wide range of transborder security threats confronting Asia today, she analyzes how non-state actors are taking on the roles of “security governors,” engaging with states, regional organizations, and institutional frameworks to address multifaceted problems. From controlling the spread of pandemics and transboundary pollution, to managing irregular migration and providing relief and assistance during humanitarian crises, Caballero-Anthony explains how and why non-state actors have become crucial across multiple levels—local, national, and regional—and how they are challenging regional norms and reshaping security governance. Combining theoretical discussions on securitization and governance with a detailed and policy-oriented analysis of important recent developments, Negotiating Governance on Non-Traditional Security in Southeast Asia and Beyond points us toward “state-plus” governance, where a multiplicity of actors form the building blocks for multilateral cooperative security processes to meet future global challenges.

In this substantial and referenced study, nine leading scholars present from inside the history, society, geography, economy and governmental institutions of each of the 10 ASEAN countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam).

This new collection of essays compares the development of central institutions of governance in the emerging democracies of East and South East Asia. Seven key countries are covered: Taiwan, Korea, Thailand, Singapore, Malaysia, Indonesia and the Philippines. Save for Singapore and Malaysia, all have democratized over the past decade. Because of its constitutive implications for citizen identities, democratization is arguably of even greater potential significance than the economic take-off that preceded it. But there are distinctive features that give the experience of these seven states especial relevance. First, unlike analogous western patterns, democratic transitions in Asia have been top-down in character. Second, the implementation of basic democratic forms was highly compressed in time. Third there were (and are), in most countries, no major ideological or programmatic cleavages. Thus the bases around which contending political forces might organize are not immediately clear. This may affect the outlook for partisanship and mobilization. There has been no synoptic, comparative study of these developments on a region-wide scale. This book fills the gap extremely well.

This volume brings together a collection of essays analysing the current scenario in South and Southeast Asia with respect to the position of minority groups. Based on an in-depth investigation of some of the lasting minority–majority conflicts of the post-colonial period in countries that often escape comparison, the articles are a rich and critical exposition of the social, economic, cultural and political dimensions of these struggles. The central question being addressed is that of community rights in the modern nation-state and how these are being understood by the two concerned parties and, where and when, thereof, a situation of conflict arose.

This book analyzes the institutional underpinnings of East Asia's dynamic growth by exploring the interplay between governance and flexibility. As the challenges of promoting and sustaining economic growth become ever more complex, firms in both advanced and industrializing countries face constant pressures for change from markets and technology. Globalization, heightened competition, and shorter product cycles mean that markets are increasingly volatile and fragmented. To contend with demands for higher quality, quicker delivery, and cost efficiencies, firms must enhance their capability to innovate and diversify. Achieving this flexibility, in turn, often requires new forms of governance—arrangements that facilitate the exchange of resources among diverse yet interdependent economic actors. Moving beyond the literature's emphasis on developed economies, this volume emphasizes the relevance of the links between governance and flexibility for understanding East Asia's explosive economic growth over the past quarter century. In case studies that encompass a variety of key industrial sectors and countries, the contributors emphasize the importance of network patterns of governance for facilitating flexibility in firms throughout the region. Their analyses illuminate both the strengths and limitations of recent growth strategies and offer insights into prospects for continued expansion in the wake of the East Asian economic crisis of the late 1990s. This edited collection brings together enterprising pieces of new research on the many forms of organization in East and Southeast Asia that are sponsored or mandated by government, but engage widespread participation at the grassroots level. Straddling the state-society divide, these organizations play important roles in society and politics, yet remain only dimly understood. This book shines a spotlight on this phenomenon, which speaks to fundamental questions about how such societies choose to organize themselves, how institutions of local governance change over time, and how individuals respond to and make use of the power of the state. The contributors investigate organizations ranging from volunteer-based organizations that partner with government in providing services for homeless children, to state-managed networks of neighborhood- or village-level associations that perform representative as well as administrative functions and seeks to answer a number of questions: When do the "vertical," top-down imperatives of the state stifle "horizontal" solidarities, and when might the two work in harmony? Are useful social and administrative purposes served by this type of fusion? Does it amplify or merely muffle citizens’ voices? What does it tell us about existing accounts of community, social capital, "synergy," "complementarity," "subsidiarity," and related concepts? Representing seven countries: China, Japan, Vietnam, Thailand, Indonesia, Taiwan, and Singapore this volume will be of interest to undergraduates, postgraduates and academics in Asian studies, political science, sociology, anthropology, development, history, nonprofit studies.
