Global Plan Of Action For The Conservation Sustainable Use And Development Of Aquatic Genetic Resources For Food And Agriculture

This Global Plan of Action for the Conservation, Sustainable Use and Development of Aquatic Genetic Resources for Food and Agriculture (GPA) was developed by FAO at the request of the members of the Commission on Genetic Resources for Food and Agriculture in response to the needs and challenges identified in the first global assessment of the status of Aquatic Genetic Resources for Food and Agriculture (AqGR). It was developed following broad consultation with the regions and, following endorsement by the Commission, was formally adopted by FAO members at the 168th session of the FAO Council. The GPA is voluntary and non-binding and aims to promote effective management of AqGR ensuring that it makes a significant contribution to food security and sustainable development and to the alleviation of poverty and is targeted at all stakeholders in aquaculture, with a focus on resource managers and policy makers. The GPA has two parts, the first part introduces and sets the context for the importance of AqGR to sustainable aquaculture and future food security. The second part identifies strategic priorities and recommends actions under four priority areas: i) characterization, inventory and monitoring; ii) conservation and sustainable use; iii) development of AqGR for aquaculture; and iv) policies, institutions, capacity building and cooperation.

The conservation, sustainable use and development of aquatic genetic resources (AqGR) is critical to the future supply of fish. The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. The Report represents a snapshot of the present status of AqGR and forms a valuable technical reference document, particularly where it presents standardized key terminology and concepts.

The 2022 edition of The State of World Fisheries and Aquaculture coincides with the launch of the Decade of Action to deliver the Global Goals, the United Nations Decade of Ocean Science for Sustainable Development and the United Nations Decade on Ecosystem Restoration. It presents how these and other equally important United Nations events, such as the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022), are being integrated and supported through Blue Transformation, a priority area of FAO’s new Strategic Framework 2022–2031 designed to accelerate achievement of the 2030 Agenda for Sustainable Development in food and agriculture. The concept of Blue Transformation emerged from the Thirty-fourth Session of the FAO Committee on Fisheries in February 2021, and in particular the Declaration for Sustainable Fisheries and Aquaculture, which was negotiated and endorsed by all FAO Members. The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

This report summarizes the proceedings and outcomes of the Regional Workshop for the Near East on the “Development of a Global Information System of Farmed Types of Aquatic Genetic Resources (Incorporating a review of strategic priorities for a Global Plan of Action)” held from 7 to 8 December 2020. The objectives of the workshop were to promote standardized use of nomenclature and terminology in the description and categorization of aquatic genetic resources (AqGR), especially below the level of species (i.e. farmed types), to identify priority regional stakeholders who would benefit from and could contribute to an information system, such as the Registry, to evaluate the key elements of the prototype Registry using regionally relevant species and their farmed types, and to review the strategic priorities and propose concrete activities under each of the four Priority Areas of the GPA. The workshop sessions were attended by National Focal Points for Aquatic Genetic Resources from the Near East, officials from ministries and research institutions. Participants identified government resource managers, academia and researchers as the principal stakeholders and beneficiaries of the Registry.

The 2024 edition of The State of World Fisheries and Aquaculture features the Blue Transformation in action, illustrated by activities and initiatives, led by FAO in collaboration with Members, partners and key stakeholders, to integrate aquatic foods into global food security and sustainability, enhance policy advocacy, scientific research and capacity building, disseminate sustainable practices and technological innovations, and support community involvement. Part 1 of this edition of The State of World Fisheries and Aquaculture benefits from significant improvements in data collection, analytical and assessment tools and methodologies to present the most up-to-date review of world fisheries and aquaculture production and utilization. Part 2 highlights the role of FAO and its partners to catalyse the transformational changes required to support aquaculture expansion and intensification, effective management of global fisheries and upgrading of aquatic value chains. Part 3 covers the high-impact challenges and opportunities of the untapped potential of utilizing whole fish and by-products to improve food security and nutrition, expounds on the role of aquatic food systems in providing critical climate, biodiversity and environmentally sound solutions, and highlights the importance of their integration into national and multilateral processes. It also presents an outlook on future trends up to 2032 based on projections. The State of World Fisheries and Aquaculture 2024 provides the most up-to-date and evidence-based information, supporting policy, scientific and technical insights on challenges, opportunities and innovations shaping the present and future of the sector, for the benefit of a wide and expanding audience of policymakers, managers, scientists, fishers, farmers, traders, civil society activists and consumers.

The State of the World's Biodiversity for Food and Agriculture presents the first global assessment of biodiversity for food and agriculture worldwide. Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations. Prepared through a participatory, country-driven process, the report draws on information from 91 country reports to provide a description of the roles and importance of biodiversity for food and agriculture, the drivers of change affecting it and its current status and trends. It describes the state of efforts to promote the sustainable use and conservation of biodiversity for food and agriculture, including through the development of supporting policies, legal frameworks, institutions and capacities. It concludes with a discussion of needs and challenges in the future management of biodiversity for food and agriculture. The report complements other global assessments prepared under the auspices of the Commission on Genetic Resources for Food and Agriculture, which have focused on the state of genetic resources within particular sectors of food and agriculture.

FAO is actively engaged in areas beyond national jurisdiction (ABNJ) through projects and initiatives for which it provides assistance to Member Nations and relevant international organizations. This document presents information on the work of FAO that is relevant to the BBNJ process, including ongoing processes and initiatives, and lessons learned, which may be informative and useful for BBNJ Delegates and others. This information may also be a useful indication of areas where FAO may assist Member Nations in the implementation of the future international legally binding instrument (ILBI).
