Clinton's Admin. is designed to enhance the Nation's critical counterdrug intell. structure & to ensure that our counterdrug intell. systems are prepared to enter the new millennium. Outlines a series of 73 concrete action items grouped into discrete sections under 6 general topic areas that address: Nat. Counterdrug Intell. Coord.; Nat. Centers; Regional, State, & Local Coop.; Foreign Coord.; Analytic Personnel Develop. & Training; & Info. Tech. The plan provides for a new, 3-tiered mechanism designed to ensure effective counterdrug intell. & meet the need for continuing coord., centered around the Counterdrug Intell. Coord. Group & its supporting staff.
