The content of this volume reflects theoretical and practical discussions on cultural issues influenced by increased adoption of information and communication technologies. The penetration of new forms of communication, such as online social networking, internet video-casting, and massive online multiplayer gaming; the experience and exploration of virtual worlds; and the massive adoption of ever-emergent ICT technologies; are all developments in desperate need of serious examination. It is not surprising that these new realities, and the questions and issues to which they give rise, have drawn increasing attention from academics. Parallel to the physical space in our world, there exists cyberspace. In the physical space, there are human and nature interactions that produce products and services. On the other hand, in cyberspace there are interactions between humans and computer that also produce products and services. Yet, the products and services in cyberspace don’t materialize—they are electronic, they are millions of bits and bytes that are being transferred over cyberspace infrastructure.

In this book, Cees J Hamelink proposes an answer to - how should democratic societies organize cyberspace? - that puts human-rights, rather than profit, at the top of the agenda. He argues that conventional ethical approaches are all seriously flawed. There is a growing volume of moral rules, netiquettes and codes of conduct, but they are of little help in solving the moral dilemmas raised by the new technologies. In this book the author analyzes the inadeqacies of current global governance policies and structures that underpin them, and argues for standards which put justice, human security and freedom first.
