From Participation To Governance

The central message of the book is that stakeholder participation in the governance of fisheries is beneficial, but confers responsibilities as well as rights: all stakeholders have a public duty to act as stewards of the marine environment. With chapters by leading scholars and participants in fisheries governance, this book recounts contemporary techniques of public participation, and develops a new concept of environmental stewardship as a form of fisheries governance.

The dilemma of democracy arises from two contrasting trends. More people in the established democracies are participating in civil society activity, contacting government officials, protesting, and using online activism and other creative forms of participation. At the same time, the importance of social status as an influence on political activity is increasing. The democratic principle of the equality of voice is eroding. The politically rich are getting richer-and the politically needy have less voice. This book assembles an unprecedented set of international public opinion surveys to identify the individual, institutional, and political factors that produce these trends. New forms of activity place greater demands on participants, raising the importance of social status skills and resources. Civil society activity further widens the participation gap. New norms of citizenship shift how people participate. And generational change and new online forms of activism accentuate this process. Effective and representative government requires a participatory citizenry and equal voice, and participation trends are undermining these outcomes. The Participation Gap both documents the growing participation gap in contemporary democracies and suggests ways that we can better achieve their theoretical ideal of a participatory citizenry and equal voice.

This book analyzes e-participation in smart cities. In recent decades, information and communication technologies (ICT) have played a key role in the democratic political and governance process by allowing easier interaction between governments and citizens, and the increased ability of citizens to participate in the production chain of public services. E-participation plays and important role in the development of smart cities and smart communities , but it has not yet been extensively studied. This book fills that gap by combining empirical and theoretical research to analyze actual practices of citizen involvement in smart cities and build a solid framework for successful e-participation in smart cities. The book is divided into three parts. Part I discusses smart technologies and their role in improving e-participation in smart cities. Part II deals with models of e-participation in smart cities and the organization issues affecting the implementation of e-participation; these chapters analyze the efficiency of governance models in relation to the establishment of smart cities. On one day in 2009, in thirty-eight countries around the world, 4,000 ordinary citizens gathered to discuss the future of climate policy.
